Local services and rules

Moving to Saint Francis: who to call and what the city asks.

St. Francis is a city in Milwaukee County. A rummage sale needs no permit, but no more than four may be held from one premises in a calendar year, and a rummage sale may not last longer than four consecutive days. Bulk pick up is limited to 24 times per year for each residence.

Overnight parking permits, snow emergencies and street lights

Parking on any city street between 3:00 am and 5:00 am requires an overnight parking permit issued to a St. Francis resident. On Friday or Saturday no overnight permit is required, but alternate parking applies. City of Milwaukee overnight parking permits are not valid in St. Francis on streets along the boundary between the two cities.

Overnight alternate parking is in effect. Vehicles park on the even numbered side of the street on even calendar dates and the odd numbered side on odd dates, before midnight.

During a snow emergency, cars on streets where parking is allowed follow the even/odd day parking rule and must be off the street by 9am. A snow emergency may be declared when snow accumulation of 3 inches or more is predicted.

Street light outages are reported directly to We Energies at (800) 662-4797.

Johns Disposal Service garbage, recycling and bulk pick up

Garbage is collected every week. The City uses Johns Disposal Service as its collection contractor. Only brown garbage carts issued by Johns Disposal Service are collected. Carts and bins may not be put out more than 24 hours before collection and must be taken in within 12 hours after collection.

Recycling is collected every other week, Monday through Friday. When a holiday is observed, collection is delayed by one day for the rest of that week.

Residents call Johns Disposal Service at (262) 473-4700 to schedule a bulk pick up.

Brush, yard waste and drop-off sites

Brush and tree stumps can be picked up by the City; the Engineering Department handles estimates at (414) 481-2300 x4319. Large wind damaged branches are picked up by the City after a storm; the Engineering Department is called during normal business hours.

Sod and sod/soil mix are not yard waste and may be collected with bulk pick up. The Yard Waste Recycle Center is at 2125 East Bolivar Ave. It is a self-help facility that accepts yard waste.

Oil based paint is not set out for bulk pick up; residents call MMSD at (414) 225-2066. Police department medication collections are open only to residents of the participating community, through a lobby drop box.

Fence permits and building inspections

A fence permit must be obtained from the Building Inspector at City Hall. Building inspections must be scheduled by 3:30 PM for next business day inspections.

Pet licenses, voter registration and property taxes

A resident is allowed 2 dogs and 2 cats, and each animal must be licensed every year. Current rabies information from the vet is required before a dog or cat license is issued.

Voters can register at the City Clerk Office, open Monday through Friday.

Property taxes can be paid by mail, in person at City Hall at 3400 E. Howard Avenue, or online.

St. Francis schools and library

The St. Francis School District includes Willow Glen for PK through Grade 3, Deer Creek Intermediate School for Grades 4-8, and St. Francis High School for Grades 9-12. Resident families enroll by contacting the school for the grade the child will enter and completing a paper registration form.

Library cards are available to residents of St. Francis and the other communities of Milwaukee County, and a current card from another Milwaukee County library works at the St. Francis Public Library.
