Local services and rules

Moving to Racine: who to call and what the city asks.

Racine runs spring and fall leaf collection, with leaves raked into the street gutter in front of the home and not into alleys. Under the yard waste rules, yard waste may only be placed in the gutter from October 1 through November 30. The city also runs a Sump Pump Program that disconnects foundation drains from the sanitary sewer and installs sump pumps for qualifying homeowners.

Street Storage Permit and the night alternate-side rule

The City of Racine building inspection page lists a Street Storage Permit Application among its permit forms.

A night alternate-side parking rule applies Monday through Friday between 2 a.m. and 6 a.m., from April 2 to November 30.

A property owner with a sidewalk in front of the home must clear snow and ice from its full width within 24 hours.

Collection day lookup and curb times

The City of Racine has an online collection lookup tool where a resident enters an address to find collection dates, holiday pickups and special collections.

Solid waste and recycling go out at the curb or alley line by 7:00 a.m. on collection day, and no earlier than 4 p.m. the day before. Residents may set out up to 3 bags of solid waste beside a full cart.

Household Bulky Item decals and the Racine Transfer Station

Bulky waste collection covers furniture, mattresses, box springs and prepared carpet. These are picked up on the regular solid waste collection day with no call ahead, up to 5 items each tagged with a Household Bulky Item decal. Decals are available at the Library, City Hall or any Community Center.

Residents may also bring bulky items to the Racine Transfer Station, with proof of residency. The drop-off page says the station takes tires, microwaves, electronics, appliances and household bulky items, with payment on site.

Pearl Street Facility and hazardous waste days

City of Racine residents take yard waste, brush, leaves and grass clippings to the Pearl Street Facility at 9th Street and Pearl Street.

Household hazardous waste is taken at one-day collection events held on the 3rd Saturday of each month from April to October, from 8:00 a.m. to 1:00 p.m. Residents of the City of Racine and several nearby villages can use the household hazardous waste site, and must show proof of property ownership, such as a driver’s license or a property tax statement.

Racine Unified enrollment and RYDE Racine

The Racine Unified School District enrollment page has a home address lookup that shows which school is the home school. To finish registration, a family needs the child's birth certificate or baptismal record and proof of address from within the last 60 days.

RYDE Racine is the public transportation system for Eastern Racine County. RYDE also runs a commuter bus between Kenosha, Racine and Milwaukee.

Library card, pet licenses and voteracine.org

A Racine Public Library card can be started online, and a new cardholder then visits the library with an ID or a piece of mail showing the current address. Until the address is confirmed in person, an online library card holder cannot check items out.

Pet licenses expire each December 31st and must be bought every calendar year. A single-family home may keep three domesticated animals and a unit in a multiple-family building two, unless a Pet Fancier’s Permit applies.

The City of Racine voters guide site, voteracine.org, explains how to check a voter registration and register or update a name or address.

Rental registry

The City of Racine keeps a property registry for rental and commercial properties. Owners of a one or two family home they live in are exempt from the rental registry.
