Local services and rules

Moving to Wilmington: who to call and what the city asks.

Wilmington is the county seat of New Castle County, Delaware. Trash is collected Monday east of I-95 and Tuesday west of I-95; recycling is collected Thursday east of I-95 and Friday west of I-95. Residential parking permit zones east of Interstate 95 renew on June 30 and zones west of Interstate 95 renew on December 31.

Residential parking permits

Residential Parking Permit holders are exempt from time limits in their residential zones but must obey all other regulations. A new City resident must apply for a permit when moving into the home. Applications are online, by mail or in person, and outstanding parking citations or red-light violations must be paid first.

Delaware residents moving to Wilmington may receive a 30-day temporary permit and out-of-state residents a 90-day one, to allow time to transfer vehicle registration and driver's license.

For visitors to a home, a guest parking pass, valid for no more than seven days, can be requested.

Street cleaning, corner clearance and snow routes

Street cleaning runs April 1 to October 31 on participating blocks, and vehicles must be moved at the times shown on the posted signs. Vehicle owners who do not move their vehicles for street cleaning are ticketed.

Parking is prohibited within 20 feet of a crosswalk or intersection, and all four wheels must touch the street surface.

In snow, the City DPW plows snow emergency routes, hospital routes, primary streets, and bus and school routes first.

Delmarva Power electricity and gas

Delmarva Power lets customers start, move or stop service online, and asks for a minimum of 3 days to start or stop service. Delmarva Power supplies natural gas in New Castle County, Delaware.

Wilmington Water and the monthly utility bill

Wilmington Water, part of the Department of Public Works, provides water and wastewater services. Property owners must notify the department in writing to start or stop water service, using the Customer Turn Off/On Service Request Form at least 72 hours before the requested date.

The City of Wilmington bills water, sewer and stormwater monthly.

Trash hours, special pickup and hazardous waste

Trash cans go curbside between 6:00 p.m. the day before collection and 4:00 a.m. on collection day, and come in by 6:00 p.m. that day. Yard waste is collected on recycling days and is not to be combined with trash.

Mattresses, furniture, appliances (refrigerator doors removed), rugs and clothes qualify for special pickup, which is scheduled by calling Wilmington 311. Items over 50 pounds or too big for trash cans need it.

Tires, concrete, paint, building materials, household chemicals and oil tanks do not qualify for special pickup. The City sponsors hazardous waste collections with the Delaware Solid Waste Authority (DSWA), reached at 1-800-404-7080.

Red Clay and Christina school districts

Red Clay schools publish an Enrollment & Registration page with a Find My Attendance Zone School tool for checking which school an address is assigned to.

Christina School District offers online registration, and in-person registration at the school by appointment only.

City wage tax, property tax and rental registration

The City of Wilmington collects a city wage (earned income) tax from residents and from people conducting business in the city; the page links an Address Coding Guide to check whether an address is in the city.

City property tax is based on assessments done by New Castle County.

All rental properties in the City of Wilmington must be registered, licensed and inspected by the City.

Airports, library branches and emergency alerts

The City of Wilmington names Philadelphia International Airport (PHL) and Wilmington Airport (ILG) as nearby airports, along with Amtrak / SEPTA Wilmington Station (WIL).

The Wilmington Public Library has Downtown, NoMa and North branches; the Public Service Desk for general information is at (302) 571-7400.

The City Office of Emergency Management lists links to sign up for emergency alerts and notifications, including the Delaware Emergency Notification System (DENS).
