Local services and rules

Moving to Carrollton: who to call and what the city asks.

Carrollton lies in three counties: Dallas, Denton and Collin. The City also charges a monthly stormwater fee based on a property's hard surface area, and the smallest residential tier is $4 per month. A dwelling may hold a maximum of four garage sales per year, each up to three consecutive days.

Truck parking rules on Carrollton streets

A commercial vehicle may not park on a residential public street unless it is actively loading or unloading materials or passengers, or is working on an approved construction project during daylight hours. Trucks, trailers and buses rated over one ton may not be parked on property in single-family, two-family or multiple-family zoned areas, except for expeditiously loading and unloading.

Carrollton has immediate access to Interstate 35E, the President George Bush Turnpike and the Sam Rayburn Tollway. Dallas/Fort Worth International Airport is 17 miles southwest and Dallas Love Field is 20 miles south of the city.

City water billing, Oncor, CoServ and ATMOS Energy

The City bills water and sewer. New residents pay a minimum $75 deposit, and a $15 service connection fee is billed on the first month's bill. New service is usually connected about two business days after the application requirements are completed. Service can be started or stopped through the City's online billing portal.

Power comes through the resident's energy provider, Oncor or CoServ, and outages are reported to whichever of the two serves the home. The City's weather page lists ATMOS Energy, at 1-888-286-6700, as the gas contact.

The City also keeps a New Residents page with links to start water service, trash and recycling, utility bill payment, emergency alerts, alarm permits, animal services, permits, neighborhood standards, library cards and parks.

Republic Services collection and cart hours

Republic Services is the City's residential solid waste and recycling provider. Trash and bulk waste are collected one day each week from single-family homes. Residents find their collection day on the City's Waste Services Map or by calling 972-466-4950.

City ordinance sets when carts may be put out: no earlier than 6 p.m. the evening before and no later than 6:30 a.m. on collection day.

Weekly bulk pickup at the curb

Furniture, mattresses, appliances and other bulk items are picked up weekly at the curb in front of the home on the regular collection day. Residents may set out up to three cubic yards of brush and yard waste and three cubic yards of bulk items each week.

Bulk waste must be generated at the property by the homeowner; waste from another site is not collected.

Camelot Landfill drop-off and household hazardous waste

Carrollton residents, not commercial customers, may use the Camelot Landfill at 580 Huffines Blvd., Lewisville, on Saturdays from 8 AM to Noon. The fee is $18, the limit is 6 cubic yards per month, and loads must come in a personal vehicle. Drop-off requires a Texas driver's license and a City of Carrollton utility (water) bill with an address matching the license.

Household hazardous waste and electronic waste are collected at the home with residential solid waste service at no additional cost. Paint, solvents, pool chemicals and empty propane cylinders are on the accepted list.

Carrollton-Farmers Branch ISD enrollment

Carrollton-Farmers Branch ISD has a school search where a family enters an address to learn which schools the student is zoned to attend.

New families to the district upload a birth certificate, immunization records, two proofs of address (lease or mortgage and utility bill), a parent or guardian photo ID, and the last report card or withdrawal form if applicable.

Library cards, pet registration and rental rules

Carrollton residents can get a free Carrollton Public Library card; applicants need a non-expired government-issued photo ID and proof of current address if it is not correct on the ID. Non-residents who live in Texas can buy a card for $40 per year.

Dogs and cats 4 months or older living in the city must be registered with Carrollton Animal Services and have a current rabies vaccination. Registration costs $10 per year for spayed or neutered animals and $50 per year for intact animals.

Owners of single-family homes and duplexes that are rented must register them with the City and have them inspected; the registration fee is $75 per rental property. Apartment communities register annually and are inspected annually by code enforcement staff.

County tax offices, appraisal protests, voter registration and floodplain maps

The Dallas County and Denton County tax offices handle property tax billing and collection for Carrollton property owners. The county appraisal districts, not the City, hear property value protests; the appeal is due about 30 days after the notice of appraisal is received.

Carrollton voters register through the elections office of their own county; the City lists collincountytx.gov/elections, dallascountyvotes.org and votedenton.gov.

Carrollton participates in the National Flood Insurance Program and FEMA's Community Rating System and publishes floodplain information for residents.
