Local services and rules
Moving to Garland: who to call and what the city asks.
The deposit to start service in Garland is $200 for electric customers or $75 for water-only accounts, paid by cash, check or money order, according to the Garland Power & Light start and stop service page. An account establishment fee of $30 is added to every customer's first utility bill. The City of Garland requires all single family rental properties to be permitted by Code Compliance, and a renter starting utility service in a single-family rental should check with the owner that the property is registered with the City as a rental. It must be registered before utility service starts. Garland is in Dallas County, with portions extending into Collin and Rockwall counties.
Curb Pickup Rules for Brush and Bulky Goods
Garland Sanitation picks up brush and bulky goods weekly from the front curb, on the same day as regular trash collection. Bulky items may only be put out at the curb one day before the scheduled collection day and may not be mixed with other solid waste. Individual items weighing more than 40 pounds are not collected at the curb. Masonry, asphalt, concrete, rocks, tires, dirt and pallets are not picked up at the curb.
The Transfer Station, the C.M. Hinton, Jr. Landfill and the Chemical Center
Garland residents can haul bulky waste at no cost to the Transfer Station or the C.M. Hinton, Jr. Regional Landfill, and must present a driver's license and a copy of their most current utility bill. A vehicle arriving at a City-managed disposal facility without a secured cover (tarp) over its load is charged a $20 surcharge.
Paint, propane tanks and other household chemicals go to the Dallas County Home Chemical Collection Center at 11234 Plano Road, which is free for Garland residents.
City-Owned Trash Carts and Every-Other-Week Recycling
Trash and brush and bulky goods are collected weekly in Garland, per the City's collection FAQ. Recycling is collected every other week, based on a blue/yellow map of the City. The City owns the trash carts, according to the residential garbage page.
A household may request up to two additional trash containers, for a total of three, and pays a monthly service charge for each additional one. Residents with extra carts should contact Customer Service when they move away or move to another residence within the City, so the extra containers can be picked up and billing records updated.
Starting GP&L Electric Service and the Combined Monthly Bill
A new resident can apply for electric service online, apply by calling 972-205-2671, or apply in person at the Charles E. Duckworth Utility Services Building at 217 N. Fifth St. Garland's combined utility bill covers water, sewer, stormwater management, environmental waste services and electricity (for GP&L customers), all paid at one time each month.
Garland Water Utilities and the 10-Gallon Meter Check
Garland Water Utilities provides the water and wastewater service to residents. A new customer is asked to turn off all water faucets before water service is started. After turning on water service the technician watches the meter, and if more than 10 gallons passes through it the technician has to turn the service back off. Reconnecting then usually needs an appointment with an adult at home.
Garland ISD Enrollment, DART and the April 30 Homestead Deadline
Garland ISD enrolls new students through a four-step enrollment process, and enrollment applications are processed at each campus. Dallas Area Rapid Transit (DART) serves Garland, along with Dallas, Plano, Richardson, Rowlett and other member cities.
The general deadline to file a homestead exemption application is April 30, per the homestead exemption deadline page. A late residence homestead application can be filed up to two years after the delinquency date, which is normally Feb. 1.
