Local services and rules

Moving to Plano: who to call and what the city asks.

In Plano it is unlawful to stop, stand or park a vehicle or trailer where it blocks a collection truck from reaching trash or recycling carts. Lawn watering has its own limits: residents are asked to water a maximum of twice per week from April 1 to October 31, and watering with sprinklers between 10 am and 6 pm is prohibited. The City also does not provide gas, electricity, cable, internet or phone service.

Cart rules at the alley

Carts go out at the collection point by 7 am on collection day, wheels facing the garage and the lid opening toward the alley. A damaged or additional cart is requested through Customer Service at 972-769-4150.

A one-time $15 delivery fee is charged for each extra cart and for changing the cart size. Residents can also sign up for a personal trash and recycling collection reminder.

Bulky waste piles and special paid collection

Each household is assigned a specific bulky waste collection day. The interactive collection map or 972-769-4150 gives the day. Bulky items must be arranged in piles no larger than 6 feet by 4 feet by 4 feet, and larger piles need a special paid collection.

Special Paid Collection costs $10 per cubic yard with a $20 minimum. It is scheduled through Customer Service at 972-769-4150 and charged to the City of Plano utility bill. On a special paid collection, refrigerators, freezers, window a/c units and water coolers carry a $25 environmental fee.

North Texas Municipal Water District transfer stations and other drop-off sites

Plano residential customers can drop off waste themselves at the North Texas Municipal Water District transfer stations and regional disposal facility. The free twice-monthly resident disposal and recycling program does not take some waste items, including remodeling materials.

Yard trimmings can be taken to the Custer Transfer Station at 9901 Custer Road, where a current City of Plano utility bill and matching driver's license are required. For recycling, Republic Services is the only drop-off location available for public use in Plano.

Water accounts, the utility provider map and New Resident Resources

The City's Water Bill FAQs page covers what a new customer needs in order to register a water account.

For the providers the City does not supply, it points residents to a utility provider map that shows the electricity, gas, cable TV, internet and phone providers available at a given address. The City also keeps a New Resident Resources page with helpful resources, links and information for people new to Plano.

Plano ISD, DART and the Plano Public Library card

Plano ISD serves students who live within the district's boundaries, and its School Finder looks up the school for an address. DART (Dallas Area Rapid Transit) service is available in Plano.

Plano has public libraries located throughout the city. A Plano Public Library card is required to check out materials, use a computer and access online resources. Residents of cities other than Plano and its reciprocal cities pay $50 for an annual non-resident card.

Collin County and Denton County tax offices

The Collin County Tax Assessor and Collector bills and collects taxes for the City of Plano. A small portion of Plano is located in Denton County, and Denton County taxes are handled by the Denton County Tax Assessor.

Pet registration and rental registration

Dogs, cats and ferrets that need a rabies vaccination under the Texas State Rabies Control Act must also be registered with the city. Residents can register pets online at PetData.com, in person at Plano Animal Services at 4028 W Plano Parkway, or by mail.

Multi-family dwellings with five or more units that are five years old or older must register with the City of Plano every year on or before October 31st. Short-term rental registration or renewal carries a non-refundable $300 fee.

Flood maps at the Municipal Center and Haggard Library

The City provides flood map information and Elevation Certificates for structures within Plano, viewable at the Engineering Department in the Municipal Center at 1520 K Avenue and at Haggard Library. Mapped flood-prone areas and historical flooding information are available from the City's Engineering Department.
