Local services and rules

Moving to Richardson: who to call and what the city asks.

Richardson lies in both Dallas County and Collin County. Recycling here goes out in blue recycling bags, which are sold along with black trash bags at various city facilities. Bulky pickups come by request, and the city asks residents to limit requests to 8 calls each year.

Street use permits and noise hours

A city street use permit is required when public right-of-way is needed for special uses, including dumpster or POD staging. It does not apply to activity on private property.

Under the city's noise guidelines, construction noise is not limited between 7 a.m. and 6 p.m. Monday to Friday. Continuous, excessive noise over the permitted limits is a violation between 6 p.m. and 7 a.m. on any day, and at any time on Saturday or Sunday.

One water account for water, sewer and trash

City of Richardson water accounts include water, sewer and trash services, so one account covers all three.

The deposit for a new residential water account is $75, with another $75 if the home has a separate irrigation meter. Applications are taken by phone at 972-744-4120, online, or in person with a driver's license or other government-issued ID.

Power To Choose, Oncor, Atmos Energy and internet providers

The city's New Resident Guide has a Service Activation page covering water, alarm permits, electricity, natural gas, and internet and telephone. Residents choose their own electric provider, and the city points to the Power To Choose site run by the Public Utility Commission of Texas. Oncor is the contact for power outages and streetlight outages.

The same page lists Atmos Energy for natural gas, with customer service at 888-286-6700. For internet it lists AT&T (fiber optic and DSL) and Spectrum (cable). Most residents have access to high-speed fiber or cable internet, with DSL available in some areas. A permit is required for a monitored alarm system in a home or business.

Trash and recycling collection

The city collects household trash and recycling twice per week at the normal pick-up location. In most cases trash is collected in the alley behind the home; streets with unpaved alleys have collection at the front curb instead. City ordinance requires regular trash to be at the collection point by 7:00 a.m. on collection day.

Residents age 65 or older can get a discount on the residential trash collection fee.

Under the city's rules, items under 50 lbs. such as microwaves, chairs and small appliances go out with the twice-a-week trash, while appliances and furniture over 50 lbs. go at the curbside right-of-way and need a BABIC call.

Brush and Bulky Item Collection and Rent-A-Bin

Brush and Bulky Item Collection (BABIC) is a city service by request for yard waste, furniture and other bulky items over 50 lbs. Items must come from the resident's own property.

Bulky items go on the grassy area between the sidewalk and the street by 7 a.m. on collection day, after the resident has requested the pickup. A resident who sets an item out without requesting collection gets a warning for the first violation and a citation for each one after.

The city's Rent-A-Bin program delivers an 8-yard, 20-yard or 30-yard container to the driveway, and the bin can stay up to two weeks.

Drop-off sites for recycling, chemicals and brush

The city runs a recycling drop-off center at the Westside Pump Station, 101 N. Cottonwood Dr., open to Richardson residents 7 a.m. to 9 p.m., seven days a week. Paint and other non-recyclable material are not accepted there.

Residents take household hazardous waste, including paint, to the Dallas County Home Chemical Collection Center at 11234 N. Plano Road in Dallas, and must bring a driver's license and a utility bill as proof of residency. Appliances are not accepted.

Brush goes to the Custer Transfer Station at 9901 Custer Rd. in Plano, per the brush collection page.

Richardson ISD, Plano ISD and library cards

The Richardson Independent School District (RISD) covers parts of Richardson, Dallas and Garland in Dallas County. Plano ISD serves the northern portions of Richardson, along with Plano and other cities, in Collin County.

To enroll a child in Richardson ISD, a parent creates a PowerSchool registration account and completes online enrollment. Enrollment requires immunization records, proof of residency, a parent or guardian ID and a withdrawal form from the former school.

Richardson Public Library cards are free to residents. A registration form comes from the Circulation Desk, with a current picture ID plus a document showing the current home address, such as a recent utility bill or lease agreement if a driver's license shows an old address.

County tax offices, rental registration and other city pages

Property taxes are paid at the county tax office where the property is located: the Dallas County Tax Office at 6820 LBJ Freeway in Dallas, or the Collin County Tax Office at 900 E. Park Blvd, Ste 100 in Plano.

Richardson requires rental properties to be registered with the city, with registration due each January, and exterior inspections are mandatory and done annually. Registration updates are required within 30 days of a change in occupancy or tenancy.

Pet owners are required to have dogs and cats microchipped, a one-time procedure.

The city's transportation page names Dallas Area Rapid Transit (DART), with DART Rail, Trinity Railway Express (TRE) and bus services, and links to the North Texas Tollway Authority (NTTA), which operates the tollways serving North Texas.

The city runs a floodplain information site with FEMA Flood Insurance Rate Maps and an email contact for flood questions, floodinformation@cor.gov. It also keeps a page of homeowner and neighborhood associations, including Arapaho Heights, Berkner Park, Canyon Creek, College Park, Cottonwood Creek and Cottonwood Heights.
