Local services and rules

Moving to Fredericksburg: who to call and what the city asks.

Fredericksburg is an independent city in Virginia with no county, adjacent to Spotsylvania County. Many properties with a Fredericksburg mailing address are outside the City limits: ZIP codes 22405 and 22406 are in Stafford County and 22407 and 22408 are in Spotsylvania County. Zoning restrictions permit only three unrelated persons to live in a single dwelling unit in the City. The City contracts with Spotsylvania County to provide animal control services within the City limits.

Temporary No Parking signs and container permits

Public Works can issue temporary No Parking signs on City streets for projects such as parking moving vans. A permit from Public Works is required before any signs are posted. The signs go up not less than 24 nor more than 36 hours before the restriction begins.

Dumpsters, portable toilets and portable storage containers in the public right-of-way need a permit from the Public Works Department. Dumpsters and portable toilets are limited to 60 consecutive days, and portable storage containers to 7 consecutive days.

Parking permits and VRE decals

On streets designated permit parking only, vehicles must display a parking permit. Permits are issued in two categories, property owners and non-owners, and applications go to the Records Office at Police Headquarters.

City decals for the City Residents Only section of the VRE parking expire each year on May 15th and go on sale April 1 annually.

Utility Billing Office accounts

Water, sewer and garbage/recycling services are provided by the City, where applicable. City service requires a home inside the City limits with ZIP code 22401.

New service needs 24 hours' notice. It is requested with the Request for Utility Service Application, online or in person at City Hall, not by phone.

City trash service must be signed up for and paid through the Utility Billing Office before trash is put at the curb.

Curbside collection, Special Pick Up and the Belman Road center

In non-cart service areas, trash and recycling must be ready for collection by 7:00 a.m. on collection days, with no more than 5 bags or 2 boxes allowed per pickup day. In rolling cart areas, trash and recycling are collected the same day by separate vehicles.

Bulk items go through a paid Special Pick Up. The appointment must be made and paid before anything is put at the curb.

The Belman Road Recycling Center at 1200 Belman Road is for residential use by City of Fredericksburg and Stafford County residents. It is operated by the Rappahannock Regional Solid Waste Management Board (R-Board). Residents buy a coupon book or annual pass from the Treasurer's Office or R-Board before going to the Belman Road convenience center.

Street sweeping, snow and noise

City-maintained streets with curbs and gutters are swept Monday through Friday, up to twice a month, April through October.

Owners or occupants must clear walkways and ADA access ramps next to residences and businesses within 12 hours after ice has formed or snow has ceased to fall. The City does not clear alleys of snow.

Noise violations are decided on a plainly audible standard.

Dog licenses, personal property tax and voter registration

All dogs aged 4 months and older must be licensed under City Code. Owners have 10 days to register dogs brought into the City.

Personal property tax is prorated by the length of time the property has situs in the city.

A resident who moves updates registration by submitting a new Voter Registration application.

Landlord License, Historic District, FXBGO! and library region

Anyone renting property in the City must obtain a City of Fredericksburg Landlord License, which is a business license. Landlords submit the names of tenants residing in a rental property as of January 1 each year.

In the Historic District, a certificate of appropriateness is required for new construction, additions, demolition, accessory structures, signs, fences, and alterations of buildings visible from a public right-of-way or City property.

Fredericksburg Regional Transit (FXBGO!) serves the City of Fredericksburg, Spotsylvania County and Stafford County with fixed route and deviated fixed route service. The Central Rappahannock Regional Library region includes the city of Fredericksburg, along with Stafford, Spotsylvania and Westmoreland counties.
