Local services and rules

Moving to Manassas: who to call and what the city asks.

Every vehicle parked on a City street in a residential parking district needs an annual parking decal or a temporary visitor permit, and the permit is valid for a calendar year and costs $25.00. The City of Manassas does not pro-rate personal property taxes, and a $25 license fee (vehicle) or $10 (motorcycle) is due each year on each vehicle registered in the City. New residents must license their dogs within 30 days of moving to Manassas.

Decals, visitor hang-tags and the storage container certificate

Decals are issued for vehicles registered to the property address with the Virginia DMV and the City of Manassas, and the owner must pay all outstanding parking tickets, taxes and license fees owed to the City first. Permits are bought at the Treasurer's Office at 9027 Center St.

Visitor hang-tag permits are sold only to residents of the property address, in packs of 5 for $25.00, with an annual maximum of 5 packs per property address.

For a storage container on the property, the City's zoning page lists placing a temporary structure, such as a storage container or tent, for more than 5 days and up to 90 days among the routine items that need a zoning certificate; the application fee is $50.

Snow Emergency Routes and street sweeping

If a Snow Emergency is declared, vehicles must be moved off the designated Snow Emergency Routes or they will be towed. The routes include Sudley Road/Route 234, Nokesville Road/Route 28, Dumfries Road/Route 234, Center Street and Rolling Road.

A parking prohibition goes into effect automatically on any part of a snow emergency route that has an accumulation of snow and ice of four inches or more, and stays in effect until the city manager announces it is over. Occupants of property with a paved sidewalk must clear snow of six inches or less within 24 hours after it stops falling, or within 48 hours for more than six inches.

The City sweeps all sections of street at least 4 times per year, on a weather-dependent schedule.

City of Manassas Utilities: electric, water, sewer and the deposits

The City of Manassas Utilities provides electric service, along with water, sewer, and trash and recycling; its listed number is 703-257-8219. The City's Living in Manassas page also lists Columbia Gas for natural gas services, and Comcast and Verizon FiOS as the cable providers. The page lists service providers for cable, electric, water and sewer, trash and recycling, gas, student registration and voter information, with phone numbers for each.

The City's Utility Customer Services office helps new customers get electric, water, sewer, storm water, and refuse and recycling services. To start service, a completed application, valid identification, and deposit are required; applications can be submitted in person, by email, or by fax.

The deposit for new residential electric service is $150, and it can be waived with a passing score on the utility credit check or an acceptable letter of credit. New residential customers pay a water and sewer service deposit of $100; the City says that deposit can be waived with a passing score on the utility credit check or an acceptable letter of credit.

Cart day, yard waste and the Trash Line

Carts go out at the curb before 6 a.m. on the usual collection day, or the night before. Clean glass bottles, jars and containers of any color can be dropped at the Purple Can Club container outside the City of Manassas Public Works/Utility Complex at 8500 Public Works Drive, at any time. Single-stream recycling (cardboard, paper, aluminum/steel cans, plastic bottles and jugs) is accepted there 24/7.

Residents can view their collection schedule, report a missed collection, request a cart exchange or schedule a bulk item pickup through the City's Waste Wise widget and its Report a Problem button. The City's Trash Line for refuse and recycling information and service complaints is 703-257-8252.

The City collects yard waste at the curb throughout the year. Brush must be no longer than 4 feet and no more than 3 inches in diameter, and the City collects up to 10 bags of grass clippings or leaves and up to 10 bundles of brush per pickup.

Bulk pickup days and the $225 courtesy truck

Mattresses, sofas, furniture and exercise equipment can be scheduled for a bulk pickup, which is separate from regular trash. Request it with the Report a Problem button or by calling 703-257-8252 at least 48 hours before your bulk collection day.

Bulk collection day for single family homes is Wednesday, and for townhouses it is Tuesdays and Fridays; it may not be the same as the regular trash day. The City also offers a courtesy truck service for $225, available for rental only between April 1 and September 30.

I-66 tolls, OmniRide, VRE and the airport

The 66 Express Outside the Beltway on I-66 uses toll-by-segment pricing on a 22.5-mile corridor between Gainesville and I-495, and the toll rate varies with current traffic conditions.

OmniRide local routes include Route 65 Manassas North, from Downtown Manassas to NOVA Campus, and Route 67 Manassas South/Manassas Park, from Downtown Manassas to Manassas Park VRE. OmniRide also runs express commuter bus service to and from nearby Metro stations and Manassas, and Virginia Railway Express (VRE) commuter rail serves Manassas on weekdays.

The Washington Manassas Airport, at 10600 Harry Parrish Boulevard in Manassas, is a designated reliever for Dulles International Airport (IAD).

Property tax dates, dog license fees and home rules

City property tax is due December 5 and June 5 of each fiscal year, and the fiscal year always begins on July 1.

Dogs over four months old must be licensed, and licenses expire each December 31st. A dog license costs $5 for neutered males and spayed females (with proof of spay/neuter) and $10 for intact males and females; a valid rabies vaccination certificate is required.

The City requires a permit for any home occupation, such as a home office, and a permit for any home child care activity (a maximum of four children). A residential yard sale does not require a permit in the City, but a household may hold no more than two per calendar year at the same location, each lasting no more than three consecutive days.

Schools, library cards, voter registration, flood maps and Alert Manassas

Manassas City Public Schools serves the City. To enrol, find your neighborhood school from the School Boundaries and Attendance Zones page, then contact its front office for an appointment or start the online portion on the New Student Registration page.

Library service in the City of Manassas is run by Prince William Public Libraries, which has 12 libraries in Prince William County and the City of Manassas. A library card is free; applicants bring identification showing their current address.

The City of Manassas Voter Registration and Elections Office, at 9025 Center Street, serves the independent City of Manassas residents in zip code 20110; its number is (703) 257-8230. Prince William County voters in zip code 20110 should contact the Prince William County Office of Elections.

The City's Floodplains page links to regulatory 100-year-storm floodplain maps, the FEMA Flood Map Service Center and the Virginia Flood Risk Information System; questions about flood risk go to the Engineering Department at 703-257-8278. Alert Manassas is the City's emergency notification service, which notifies residents by telephone, cell phone, text message and email about time-sensitive general and emergency notifications.
