Local services and rules

Moving to Alexandria: who to call and what the city asks.

Alexandria is an independent city in Virginia, and its DASH bus system is fare-free on all of its buses. Vehicles garaged in Alexandria, including those with out-of-state plates, must be registered for the City's annual personal property tax, and registering with the Virginia DMV does not register the vehicle with the City. About 20% of the city is mapped as a floodplain, and the City points residents to Virginia's Flood Risk Information mapping tool, which searches by address.

Reserved street parking for the moving truck

Temporary reserved street parking for moving can be requested through the City's APEX online permitting system or in person at 4850 Mark Center Dr. A maximum of 5 spaces, each about 20 feet, can be reserved for moving. Applications must be in by 12 noon, three full business days before the spaces are needed, with weekends and holidays excluded.

Reserved parking costs $40.00 per meter per day for metered spaces and $30.00 per space per day for non-metered spaces. Covering NO PARKING signs costs $10.00 each sign, per day. A dumpster in a reserved space needs a permit and a certificate of general liability insurance naming the City as co-insured or additional insured.

Commercial vehicles may not park in residential areas unless they are actively loading or unloading.

Residential permit parking districts and the 72-hour rule

In the residential permit parking districts, on-street parking is limited to two or three hours unless a vehicle displays the district's permit. Time limits are posted on each block. Guest permits can be obtained online or at the West End Finance Office, 4850 Mark Center Drive, Second Floor.

Some blocks also have posted overnight restrictions: no parking from midnight to 6 a.m. unless the vehicle is registered with the City or displays a guest or visitor permit.

Permit holders are not exempt from the citywide 72-hour rule: no vehicle may stay in the same on-street location more than 72 continuous hours.

The City has eliminated the windshield decal and the local decal fee for vehicles, though most residential parking districts still require the permit on the rear bumper.

Loading hours and noise penalties

Loading, unloading and delivery activities are prohibited between 11 p.m. and 7 a.m. if they occur within 500 feet of residential areas. Do-it-yourself construction is allowed 7 a.m. to 9 p.m. Monday to Friday and 9 a.m. to 9 p.m. on weekends and holidays. Noise violations carry a civil penalty of $100 for a first violation, $250 for a second and $500 for a third.

Street sweeping and snow emergency routes

The City lifts street-sweeping No Parking restrictions from November through February.

Snow emergency routes, which include King Street, Washington Street, Duke Street and sections of U.S. Route No. 1, are posted with red and white signs. Vehicles left on them after a snow emergency is declared may be towed.

Dominion Energy, Washington Gas, Virginia American Water and AlexRenew

To start new power service, the City lists Dominion Energy at (866.DOM.HELP) (866.366.4357). For new gas service it lists Washington Gas at (703.750.1000). For new drinking water service, it says to contact Virginia American Water at (800.452.6863). Sewage and wastewater billing questions go to AlexRenew, not the City.

For cable television, the City lists Comcast at (800.266.2278), and wired telephone service is listed as Verizon.

Weekly trash and recycling days, the 64-gallon can and glass

The City collects residential trash once a week on a designated collection day, Monday through Thursday, and charges a Solid Waste User Fee on the residential tax bill. It generally provides one 64-gallon trash can free of charge to households with City trash collection, except in Old Town. The can is City property and stays at the residence if you move.

City recycling is single stream and is collected once a week on a designated collection day, Monday through Thursday.

City trash, recycling and yard waste service covers detached single-family homes, duplexes and some townhouses with four or fewer units. Condominiums, apartments and HOAs must provide recycling to residents themselves.

Glass is not accepted in the curbside recycling bin or the trash cart. It goes to a purple glass bin at the City's recycling drop-off centers, clean and empty.

Drop-off recycling centers and the hazardous waste site on Colvin Street

The City drop-off recycling centers are open 24 hours a day, 7 days a week; locations include 3224 Colvin St., 4251 Eisenhower Ave. and Jones Point Park. They do not take small or large propane tanks, such as camping stove propane tanks, or helium tanks.

The Household Hazardous Waste and Electronics Collection Center is at 3224 Colvin Street, open Mondays and Saturdays only, 7:30 a.m. to 3:30 p.m.

School registration, library cards, pet licenses, voter registration and property assessment

Alexandria City Public Schools serves the city. All students register at the school zoned for their home address, and an online Attendance Zone Locator finds the zoned school.

Anyone who lives, works, owns property or attends school within the city limits gets a free library card. To get a card, bring proof of your current street address and a valid photo ID.

All dogs and cats over four months old must be licensed, within 30 days of acquiring the pet or moving it into the City.

The Alexandria Voter Registration Office, at 703.746.4050, handles registration, and a resident must notify voter registration authorities in writing after moving.

Property is assessed at 100% of estimated fair market value as of January 1 each year, and the City's assessment office sets the values.
