Local services and rules

Moving to Freehold: who to call and what the city asks.

Freehold is the county seat of Monmouth County, New Jersey. The borough is a separate municipality from Freehold Township.

Downtown parking and the residents pass

On-street parking in the downtown area has a 3-hour limit. Residents can apply for a residents parking pass, which allows 24-hour parking on downtown streets that otherwise have a three-hour limit.

Trash and recycling containers

Garbage and recycling containers must be no smaller than 20 gallons and no larger than 32 gallons. Containers set out for collection may not weigh more than 50 pounds.

Accepted recycling is cardboard, newspaper, bottles, cans, mixed and office paper, and plastics marked Code #1-2. Plastic bags are not permitted in recycling.

New residents and tenants without a blue or yellow recycling bucket can call 732 462-4200, option 8 then 1, and the borough will deliver one.

Brush, the recycling center and snow

Curbside brush pickup runs 3 times per year, in April, July and October. Brush may be placed curbside one week before the scheduled collection date. It can also be brought to the recycling center at 161 Center Street; commercial and landscaping vehicles are not allowed.

Snow plowing, road salting and shoveling of snow where needed are handled by the Department of Public Works.

Borough Hall, taxes, permits and animal control

Water and sewer billing questions go to Borough Hall at 732-462-1410. The Tax Collection Department handles billing, collection, recording and enforcement of tax revenue.

Building, remodeling or adding onto a house or business generally requires a building permit from the borough Construction Department.

The Monmouth County SPCA picks up stray dogs and cats in the borough and ensures cats and dogs are properly licensed there.

Library cards and voter registration

Anyone who lives, works or attends school in the borough of Freehold can get a card at the borough library. A new cardholder brings something showing a current address in the borough, such as a drivers license or utility bill.

Voter registration and absentee ballot applications are available at the Borough Clerk office or at the County Board of Elections Office on Halls Mill Road in Freehold.
