Local services and rules

Moving to Fremont: who to call and what the city asks.

No livestock such as cows, pigs, llamas, ducks or geese are allowed on residential properties in Fremont, and on residential lots under 6,000 square feet a pet owner may not keep chickens and may keep a maximum of two rabbits, pigeons or doves (City of Fremont Animal Services). The city was formed from townships now recognized as the districts of Centerville, Niles, Irvington, Warm Springs and Mission San Jose (City of Fremont).

Truck routes and street sweeping

Heavy trucks over 10,000 lbs gross vehicle weight rating must travel only on designated truck routes. When making deliveries, pickups or parking, they must use a direct route to the destination or the place where the truck has a permit to park (Fremont Police Traffic Unit). For deliveries one mile or less from a driver's chosen point of departure from the truck route, travel is permitted by the most direct route from that point to the destination.

Streets are swept once a month on a set day, between 7:00 am and 2:30 pm. High traffic main roads are swept between 4:00 am and 7:00 am (Fremont street sweeping). Sweeping does not happen on City Observed Holidays. On your sweep day, remove all trash, yard waste, garbage cans and dumpsters from the street.

The Mission Peak Parking Permit

Fremont has a Mission Peak Parking Permit program. Residents and their guests parking in the designated area must display a valid parking permit on all vehicles on public roadways during restricted program hours: Saturdays, Sundays and National holidays, including dates of observance.

Residents can obtain one permit for each vehicle registered to their address, and are eligible to obtain guest permits for their household. Residents in the program area may obtain 72-hour temporary permits up to 30 days in advance.

Construction and noise hours

Residents doing construction on their own single-family detached home are limited to weekday hours of 7:00 a.m. to 8:00 p.m. and weekend hours of 8:00 a.m. to 8:00 p.m. (Fremont Municipal Code, construction hours).

Construction for development projects within 500 feet of residences is limited to weekdays 7:00 a.m. to 7:00 p.m. and Saturdays or holidays 9:00 a.m. to 6:00 p.m. Sunday construction is not allowed.

The city noise chapter does not apply to noise from maintenance of residential property between 7:00 a.m. and 10:00 p.m. (Fremont Municipal Code, noise chapter).

PG&E, Ava, ACWD and Union Sanitary District

Fremont residents and businesses are served by Pacific Gas & Electric Company (PG&E) and Ava Community Energy (formerly East Bay Community Energy). Ava is the electricity generation provider, and PG&E still handles power transmission and distribution and billing. PG&E also provides natural gas for residents and businesses (City of Fremont green electricity page).

The Alameda County Water District (ACWD) services Fremont, and a new customer starts service by phone, in person or online. ACWD needs at least one business day notice before 5:00 p.m. for the start date to take effect. ACWD customers are billed bimonthly.

Union Sanitary District provides wastewater collection, treatment and disposal for Fremont, Newark and Union City.

Republic Services pickups and the Boyce Rd hazardous waste facility

Republic Services handles garbage, recycling and compost service in Fremont, and bulk pickups are scheduled with Republic Services. If a pickup day falls on one of its observed holidays, the pickup is delayed by one day. The City of Fremont and Republic Services provide recycling bags to apartment and condominium customers.

The Alameda County Household Hazardous Waste Program has a Fremont facility at 41149 Boyce Rd that takes household hazardous waste from residents of Alameda County. The amount of waste you may transport in one vehicle to the facility is limited to 125 pounds or 15 gallons, and no individual container may be greater than 5 gallons or 50 pounds.

Pet licenses, BART and the Registrar of Voters

A City of Fremont resident must license a dog or cat within 30 days of moving to Fremont with it. A pet owner may keep up to two dogs, or four cats, without a permit (pet licenses).

Fremont Station (BART) is at 2000 BART Way and is located in central Fremont. Fremont is also served by AC Transit and VTA buses, ACE, Amtrak and BART trains, and East Bay Paratransit. Airports serving Fremont include Oakland International Airport (OAK), San Francisco International Airport (SFO) and Mineta San Jose International Airport (SJC) (City of Fremont public transportation).

Fremont Unified School District is at 4210 Technology Dr (City of Fremont resource directory). The Alameda County Registrar of Voters is at 1225 Fallon Street, Rm. G-1, Oakland, CA 94612 (registration FAQs).

A short-term rental (STR) permit is required to establish, operate or maintain a short-term rental (under 30 consecutive nights) in Fremont (short-term rental permit).
