Local services and rules

Moving to Sterling: who to call and what the city asks.

Sterling is a census-designated place in Loudoun County, Virginia, not an incorporated town or city. The county does not provide curbside pick-up of garbage or recycling; towns, community associations and individuals hire private contractors. Recycling has been mandatory in Loudoun County for both residents and businesses since 1991.

Permit parking districts and sidewalk snow removal

Loudoun County has Residential Permit Parking Districts, including districts in Sterling Park. A parking permit decal or short-term visitor pass is required in a district during the posted hours, and an interactive map shows whether an address is eligible.

The county's Codified Ordinances require snow removal on sidewalks on properties adjacent to public streets. The county cannot enforce this within incorporated towns.

Electricity and gas suppliers

Dominion Virginia Power and Northern Virginia Electric Cooperative (NOVEC) provide electricity to Loudoun County homes and businesses.

Columbia Gas of Virginia and Washington Gas serve portions of Loudoun County. Where neither serves a property, propane gas comes from local companies.

Loudoun Water for water and sewer

Loudoun Water provides public water and sewer service for Loudoun County residents who live outside incorporated towns, within designated service areas.

New customers start service through an online form, with a minimum of 24 hours notice Monday to Friday. A Service Area map shows whether an address is covered.

Trash collectors and drop-off sites

A household outside an incorporated town or homeowners association, or without services provided, finds trash and recycling companies on the county's Permitted Collectors page and sets up service directly.

The county's Sterling Recycling Center is one of its recycling drop-off centers. Generally only bottles, cans, jugs, jars, paper and cardboard are accepted there.

The Loudoun County Landfill accepts only material generated in Loudoun County. Yard waste is accepted in paper bags but not plastic bags. Tires are accepted only from residential, government and nonprofit customers, with a limit of four tires per day per customer.

School registration and library cards

Loudoun County Public Schools handles registration of new students. Online pre-registration is the preferred method, and the steps include finding the neighborhood school and scheduling an appointment with that school.

Loudoun County Public Library issues cards online to people age 18 and older who live in or own property in Loudoun County. Younger applicants apply at a branch with a parent or guardian.

Loudoun County Transit and Dulles

Loudoun County Transit runs weekday and limited Saturday local bus service through eastern Loudoun County, with some service connecting directly to the Silver Line Metrorail. It also operates morning and late afternoon rush hour commuter bus service from Loudoun Park and Ride lots to Rosslyn, Crystal City, the Pentagon and Washington, D.C.

Dulles International Airport is built on land in Loudoun and Fairfax Counties, approximately 26 miles from downtown Washington, D.C.

Taxes, dog licenses, voting and floodplain maps

Loudoun County has no local income tax. The Commissioner of Revenue assesses property values, and the Treasurer prepares and mails the annual tax bills.

Dogs in Loudoun County are licensed through the county, and a dog license is required for entrance to many dog parks.

Voters in Loudoun County may register or update their registration at any time. The Office of Elections is in Leesburg.

The Loudoun County Floodplain Overlay District is a mapped zoning area made up of Major Floodplain and Minor Floodplain, and the county has a Floodplain Help Line.
