Local services and rules

Moving to McKinney: who to call and what the city asks.

McKinney does not offer e-waste drop-off services, and animals do not need to be registered with the city. The outdoor watering rules carry a seasonal limit: from April 1 to October 31 there is no lawn watering between 10 a.m. and 6 p.m. Residents may water lawns and landscape on their designated watering day and three days later, as needed. McKinney is the county seat of Collin County, Texas.

Downtown parking, the Downtown Trolley and Collin County Transit

Downtown on-street parking is free for 3 hours from 8 a.m. to 5 p.m. on weekdays, and free all day evenings and weekends. The same page describes the Downtown Trolley as a free way to move through Historic Downtown McKinney.

Collin County Transit contracts with DART to provide a subsidized, on-demand share ride service to residents of McKinney and several nearby cities. Riders must be over 18 and meet eligibility categories such as senior (65+) or low income.

Lawnmower and construction noise hours

According to the city's FAQ, lawnmowers and other power equipment may be operated from 7 a.m. until 10 p.m. Construction equipment may be operated between 6 a.m. and 9 p.m.

City water, sewer and trash accounts

The City of McKinney bills monthly for water and sewer and, if inside city limits, trash and drainage. Residential service lists a $200 regular deposit. Renters need a lease before water service is established. A resident can transfer an existing active City of McKinney account to a new McKinney address. The city also purchases its water from North Texas Municipal Water District (NTMWD).

Residential trash and recycling cart service is collected once a week, fully automated. It is set up together with water and sewer, and the Water Billing Department at 972-547-7550 establishes or cancels it. Gray trash carts must be set out by 7 a.m. on collection day. Yard waste is picked up automatically each week on the trash collection day, with no need to schedule.

Per the city's FAQ, McKinney contracts with Frontier Waste Solutions for trash and recycling pick-up and with NTMWD for landfill access.

Bulky item pickup, hazardous waste and drop-off sites

Residents can request a bulky item collection up to 12 times a year at no additional cost. Bulky items are picked up by appointment only and must be requested before 12 p.m. the business day prior to the collection day. Landlords and property owners cannot request bulky item collection for rental property.

Household hazardous waste is collected at the curb by request, up to 12 times per calendar year at no additional charge. The city's facility is not licensed by the State of Texas as a Household Hazardous Waste drop-off center.

Yard waste can be dropped off at the Custer Transfer Station and at Living Earth. The city lists a self-service recycling drop-off at the Environmental Collection Center in Frisco, 6616 Walnut St., Frisco, TX 75033, where no ID or proof of residency is required.

Oncor, CoServ and Grayson County Electric Cooperative

The city's FAQ says to contact your Retail Electric Provider or the utility company that delivers power to your home. It lists Oncor Electric, CoServ Electric and Grayson County Electric Cooperative (GCEC).

McKinney ISD zoning and proof of residency

McKinney ISD zones a child's campus by home address. Enrolling requires proof of residency: a natural gas or electricity bill, an original lease agreement, or an approved certificate of eligibility to enroll form. Kindergarten students must be 5 years old on or before September 1.

Library accounts, the appraisal district and voter registration

Library accounts are free for Collin County residents, current City of McKinney employees, McKinney ISD employees, and owners of businesses in McKinney. Out-of-county residents may create a library account for $10 per year for access to physical materials. The McKinney Public Library does not charge daily late fines for overdue items.

The Collin Central Appraisal District administers and evaluates property values for taxing purposes, and questions go to 469-742-9200, according to the city's FAQ. The city's elections page points voters to the Collin County Elections Office Voter Registration Information page for voter registration issues.

Welcome bags, warning sirens, pet limits and short-term rentals

Neighborhood Services provides welcome bags to new residents who have moved within the past month and are new to a Neighborhood Association.

The city's Outdoor Warning Siren system comprises 29 sirens throughout the city. The sirens are tested the first Saturday of each month at noon, weather permitting.

On pets, dogs and cats must be vaccinated against rabies by 4 months of age. No residence within the city may house more than four dogs and four cats over the age of three months.

The City of McKinney requires annual registration of all short-term rentals within city limits. Registration is free.
