Local services and rules

Moving to Provo: who to call and what the city asks.

Accounts for electricity, water, waste water and garbage in Provo are opened through 311 Customer Service at Provo City Hall, 445 W Center Street; Provo Power, the city electric utility, does not open accounts at its own building. Dogs and cats must be licensed in Provo, but that license comes from the South Utah Valley Animal Shelter, not Provo City. Provo City conducts its elections primarily by mail, with ballots sent to all registered voters.

Residential parking permits, the 72-hour rule and noise chapter 9.06

Provo has residential parking permit areas where on-street parking is limited to residents who hold a permit from Provo Parking. The rules differ from district to district.

On any city street, vehicles must have current registration and must move at least every 72 hours, a minimum of 400 feet, before returning to the same spot. A recreational vehicle, trailer or boat may not stay parked on a public street or alley for more than 72 consecutive hours, and re-parking on the same block face within 72 hours counts as continuous parking.

The Streets Maintenance section of Public Works handles potholes, street sweeping and winter snow removal on city-owned roads.

The city noise rules are in chapter 9.06 of the city code, and the amount of noise allowed depends on the decibels produced. An exemption is granted by a permit from the City; the Mayor's office handles requests at (801) 852-6105.

Gas, water, sewer and internet through the Moving to Provo page

The city's Moving to Provo page carries a checklist for settling in: setting up utilities, changing your mailing address, exploring your neighborhood, and learning city services. It directs new residents to contact Enbridge Gas for gas service, and to its list of local internet and cable providers. Water, sewer and garbage services are set up through the city's utilities page.

The city's Water and Sewer page sends new customers to the City Utilities page for how to start and stop service.

Garbage, recycling and the spring and fall cleanup dumpsters

The city's Solid Waste Section collects garbage, green yard waste and recycling. Recycling is picked up on the same day as garbage. Cans go out the night before the service day, and the section starts emptying cans at 6:00 AM. Trash service is started through the City Utilities page.

Provo City Solid Waste puts out dumpsters for six weeks each spring and fall for large items that do not fit in the regular garbage bin. Residents must show proof of residency, either a utility bill or a driver's license, at the cleanup dumpsters and the compost yard.

The Provo Compost Yard is open Fridays and Saturdays from 7:00 AM until 5:00 PM from March to November, and Fridays and Saturdays from December to February for recycling drop-off only. Green waste drop-off is limited to Provo residents.

South Utah Valley Solid Waste District transfer station and hazardous waste

At the South Utah Valley Solid Waste District, the transfer station accepts furniture, mattresses and household goods. One mattress is included in the minimum dump fee, with an added fee for each mattress after that. It also accepts appliances such as washing machines, dryers and water heaters; refrigerators, freezers and A/C units carry an extra fee for removing the Freon.

The district, which includes Provo, takes hazardous chemicals, paints and automotive products in household quantities at no extra charge when dropped off by themselves. Household hazardous waste is limited to 5 gallons of any one item per visit.

UTA transit, UVX and the Provo City Library card

The Utah Transit Authority operates buses, light rail and commuter trains through Utah County, and the city's transit page lists UVX bus rapid transit, UTA bus service, FrontRunner rail, the Ryde shuttle and Amtrak. Certain UVU and BYU ID cards also work as UTA transit passes with unlimited free use.

All Provo and Orem City residents are entitled to a Provo City Library Card. The applicant must be present and bring photo identification and proof of current address. Cards expire every two years for resident borrowers and annually for resident students.

Chicken licenses, rental dwelling licenses and the Residential Exemption form

Chickens must be licensed in Provo, and Provo City issues that license.

Anyone owning, operating or maintaining a rental dwelling in Provo needs a rental dwelling license, and short-term rentals such as Airbnb and VRBO need a commercial business license.

The Utah County Assessor has a Residential Exemption form for declaring a property as primary or secondary when your address has changed.

City elections and the Utah County Elections Division

Provo City runs elections for city offices. County, state and federal elections are run by the Utah County Elections Division.

Provo City School District and the five Neighborhood Districts

Public schools in Provo, kindergarten through 12th grade, are operated by Provo City School District. Charter and private schools also serve the city, and all schools run independently of city government.

Every Provo resident lives in a Neighborhood, and Neighborhoods are grouped into Districts: North, East, West, Northwest and Central.
