Local services and rules

Moving to Santa Monica: who to call and what the city asks.

Electricity in Santa Monica comes through two companies: Clean Power Alliance buys the electricity and Southern California Edison delivers it. Southern California Edison still owns and reads the meter and sends the monthly bill. The City's Resource Recovery and Recycling team collects recycling and trash seven days per week. The City's household hazardous waste drop-off facility is closed to the public and has been replaced by a free curbside collection service, in which CleanEarth (now Veolia) picks up paint, cleaning products, electronics and more from the home. The number to schedule a pickup is (877) 443-2371.

Temporary No Parking signs for the truck

Temporary No Parking signs are issued to residents and businesses to reserve on-street parking spaces when off-street parking or loading spaces are not large enough. The permit has moved to the Public Works counter.

The Use of Public Property Permit

A Use of Public Property Permit is required to temporarily use a public street, sidewalk or alley. The uses it covers include a moving container, pod or truck and a debris dumpster.

Preferential parking permits for residents

Residents of eligible zones can buy Residential permits or Visitor permits. Each Residential permit is for one specific vehicle. Visitor permits can be used in any vehicle, with a maximum of 2 per household.

A new resident submits documents online, and the City asks applicants to allow 3 to 5 business days for processing. Residential permits require a valid vehicle registration matching the applicant's name and current Santa Monica address.

Bulky item pickup

The City's Resource Recovery and Recycling Division picks up bulky items Monday through Friday. Items that do not fit in a refuse container, such as mattresses, furniture and large appliances, qualify, up to a maximum of 5 items. Bulky items are normally removed within 7 days of the request, and the removal can take up to 10 days if there are operational issues or emergencies.

Water, sewer and refuse accounts through the City

The City's utility sign-up page opens with a welcome to new residents and covers starting, transferring or stopping water, sewer and refuse service. Applications can be submitted in person at City Hall, and the Billing and Collections email is billing.collections@santamonica.gov.

For the refuse account itself, container requests, missed-collection reports and service changes go through 311. Changes in frequency or container size require the account number.

Spectrum and Frontier for cable

The City has two cable television franchisees: Charter Communications (Spectrum) and Frontier Communications.

Enrolling a child at the neighborhood school

Registering a child for the first time takes place at the neighborhood school, and families call the school directly for enrollment dates. The district offers a school locator by address.

Big Blue Bus and the Santa Monica Public Library

Big Blue Bus is based at 1444 4th Street in Santa Monica, with customer service at (310) 451-5444. The Santa Monica Public Library has five neighborhood locations and takes online applications for a library card.

Registering to vote

Residents register to vote with the state, and it is recommended to register at least 15 days before Election Day. Within 15 days of an election, registration is still possible in person at a Los Angeles County Registrar-Recorder/County Clerk office or an active Vote Center.
