Local services and rules

Moving to Easton: who to call and what the city asks.

Easton keeps track of who lives at a property through a Moving Permit, which must be secured from the Finance Department at 610-250-6614. Easton also has a rule on what stays out of the trash: televisions and computers cannot be placed in it. The Easton-Phillipsburg toll point is cashless, handling only E-ZPass and Toll By Plate license-plate billing.

Street sweeping, the 20-foot rule and Snow Emergency Routes

Street sweepers operate Monday through Friday between April 1 and December 1, and may run past those dates depending on weather and road conditions.

Tractors, tractor trailers, dump trucks, garbage trucks and other vehicles over 20 feet long (except passenger automobiles) may not be parked on any street between 9 pm and 6 am.

Easton offers Downtown Parking Permits for metered zones without hourly payments, and only residents of Easton are eligible to apply.

When a Snow Emergency is declared, cars parked along Snow Emergency Routes must be moved or they are towed by the Easton Police Department. The two downtown parking garages open for free during a snow emergency for residents who live along snow emergency routes.

Snow emergencies are declared when snow accumulations make road conditions hazardous. The City posts them on its site and social media, and residents can sign up for Easton Alert.

Whitetail Disposal, the $43 monthly garbage charge and bulk items

Whitetail Disposal handles trash and recycling in the City of Easton. To report a missed pickup, contact Whitetail Disposal at 610-936-9967 or easton@whitetaildisposal.com.

Whitetail Disposal picks up residential trash once a week, for properties with 6 or fewer apartments on a single lot. Mixed-use, commercial, institutional and residential properties with 7 or more apartments on a lot are required to have private haulers.

Each residential unit is billed $43 per month for garbage collection, added to the property owner's monthly utility bill.

City of Easton households may set out one bulk item per week. Excess trash beyond the weekly allowance is refused unless prior payment arrangements are made with Whitetail Disposal, and one bulk item per week may be left curbside.

An air conditioner, refrigerator, freezer or water cooler needs its freon removed and a certificate attached stating it is free of HFCs and CFCs. Refrigerators must have all doors removed.

The Recycling Drop-off Center at 500 Bushkill Drive

The City's Recycling Drop-off Center is at 500 Bushkill Drive, just west of the 4th Street exit ramp in downtown Easton. It is open Tuesdays, Thursdays, Saturdays and Sundays from 10 am to 2 pm, and is closed when City Hall is closed for holidays.

Northampton County has no permanent household hazardous waste drop-off facility. County residents can take household hazardous waste to an annual collection event free of charge, with proof of residency.

Sewer billing from ESWA meter readings at $6.90 per unit

Sewer usage is based on the water a parcel uses, as measured by the Easton Suburban Water Authority (ESWA). The City of Easton bills sewer usage monthly, using actual meter readings from ESWA. Residential sewer usage is billed at $6.90 per unit.

Central Registration at Paxinosa Elementary School and the County Election Division

New students register through the Central Registration Department at Paxinosa Elementary School, 1221 Northampton St., Easton.

Registration requires proof of birth and immunization records. An accepted proof of residence is a mortgage or lease plus two other documents such as a utility bill or moving permit.

The Northampton County Election Division office is on the Lower Level of the Northampton County Government Center at 669 Washington St., Easton, open Monday-Friday 8:30 a.m. to 4:30 p.m.

The 1.45% City earned income tax and the school district's 0.5%

The City of Easton collects a 1.45% earned income tax on City residents and on people who work in the City and do not pay the tax to another municipality. The Easton Area School District also collects 0.5% earned income tax, for a combined 1.95%.

Dog licenses and the Rental Licensing Officer

All dogs must have a current license under Pennsylvania state law. Every dog in Easton must wear a neck collar and a license tag for the current year, and must be leashed when off the owner's premises. It is a violation for animals and birds to make noise continuously for ten minutes, or intermittently for one-half hour or more, that disturbs others at any time of day or night.

Every owner who rents to another person or entity must file each name and address with the Rental Licensing Officer at 610-250-2060.

LANtaBus routes, ABE flights and the Comcast agreement

LANTA runs the LANtaBus system, 23 fixed bus routes and 10 special routes across the Lehigh Valley with daily, later evening, Saturday and Sunday service. The system is concentrated in the urbanized area of the Cities of Allentown, Bethlehem and Easton and surrounding boroughs and townships.

ABE, the Lehigh Valley airport, partners with 4 major airlines for scheduled flights.

Easton City Council approved an agreement with Comcast to add cable television and internet options for residents.
