Local services and rules

Moving to Monroe: who to call and what the city asks.

Monroe is in Monroe County, Michigan, and is the county seat. Yard waste is collected weekly in season, from the first full week in April to the second full week in December, weather permitting. The City is divided into four sections for collection, Monday through Thursday, and the sections are shown on the Refuse Collection Map. Mattresses for disposal must be completely wrapped in plastic and taped shut.

Snow and ice on walks, and containers in the roadway

Property owners must clear snow and ice from walks by 8AM on the day after the snow stops. The City may clear it after 24 hours and bill a minimum charge of $25. During a Snow Emergency, refuse and recycling containers should not be placed in the roadway. Both rules are on the City's snow emergency page.

Water and sewer accounts

A new resident can start water service by contacting the Water office at 734-384-9150, visiting the Water Office, or using the Water Department Request form. An account is established for the water service when moving in, and landlord approval is required on all rentals, as the City's water and sewer service page states.

A person moving out calls the same number, 734-384-9150, or visits the Water Office to schedule a final read for a final bill.

Weekly carts

Garbage and recycling are both collected weekly year round, and each property is provided one 96-gallon wheeled refuse cart. Residential properties get one 96-gallon recycling cart per parcel, free on request. Questions about cart size and quantity go to the Department of Public Services at 734-384-9125.

Friday bulk pickup and county hazardous waste days

Bulk items are collected city-wide on Fridays for residential properties only. Call the Department of Public Services at 384-9125 by noon Thursday to schedule. Each residential property is allowed up to two bulk items per week.

The Monroe County Solid Waste Program holds Household Hazardous Waste collection days, free for county residents only, for individual households. Items must be in their original containers.

Property tax bills and the Assessor's forms

Summer property tax bills are posted the second Monday in May. Unpaid summer taxes after June 30 get a 5% penalty added to the winter bill. Winter bills go out at the beginning of December and are due February 14, according to the Treasurer's tax bill page.

The City Assessor values all assessable property. The Assessor's page links to a Principal Residence Exemption (PRE) submission form and a Property Transfer Affidavit.

Lake Erie Transit, library cards and animal licensing

Lake Erie Transit serves Monroe County residents with fixed routes, Frenchtown and Bedford Dial-A-Ride services, and ADA and essential transportation services.

The Monroe County Library System issues cards free to Monroe County residents, property owners, students attending schools in the county and employees of county businesses. Applicants apply at any branch with a simple form.

Monroe County Animal Control, at 734-240-3125, handles live animal concerns other than nuisance complaints and provides licensing among its services, per the City's animal services page.
