Local services and rules

Moving to Norwalk: who to call and what the city asks.

Norwalk has taxing districts, and homes in different districts receive different city services such as sewer, water and garbage pick-up. Each district has a different property tax rate. The city names Central Norwalk, South Norwalk, East Norwalk and Rowayton as taxing districts, and also names the neighborhoods of Harbor View and Wilson Point.

Washington St bridge, snow-night lots, street sweeping and noise hours

The Washington St Metro North Railroad Bridge at North/South Main St in South Norwalk is frequently struck by trucks because of its low clearance.

At several Park Norwalk lots and garages, including the Haviland, Webster, North Water and Main Street lots and the East and South Norwalk railroad lots, parking is not allowed between 2 AM and 6 AM during any snowstorm. Violators are ticketed and towed.

Public Works cleans Norwalk streets daily from March through November, weather permitting, by route.

The Norwalk noise ordinance, enforced by the Norwalk Police Department, lists hours of Monday-Friday 7 a.m. to 8 p.m., Saturday 8 a.m. to 8 p.m., and Sunday and federal and state holidays 9 a.m. to 8 p.m. Construction or demolition during nighttime hours is not allowed except in an emergency with a permit.

First District Water Department accounts

The First District Water Department asks new customers to call its administrative offices during customer service hours at least one week before water needs to be turned on. The phone number is 203-847-7387.

The department does a credit check to open an account and in most cases does not require a security deposit.

Garbage, carts, recycling and bulky pickup

City garbage collection is available only for residential properties with four or fewer dwelling units on public roads that are connected, or can be connected, to the City sewer. Residents can confirm eligibility by contacting Customer Service.

Households that get City garbage collection are assigned a specific collection day, which they can look up on the City garbage collection map. Carts must sit 3 feet away from objects such as mailboxes, cars and trees, and waste left outside the cart is not collected.

City single-stream curbside recycling is available only for residential properties with four or fewer dwelling units, and recyclables go in the blue recycle cart.

Residents of the 4th Taxing District who receive City garbage collection get two bulky waste collections per calendar year. They schedule one by calling Customer Service at (203) 854-3200, option 0, or by submitting a Click & Request form.

Transfer Station and Recycling Center at 61 Crescent Street

The Norwalk Transfer Station & Recycling Center is at 61 Crescent Street. Every residential vehicle entering it or the Yard Waste Site must have a valid City of Norwalk Residential Disposal Pass. The Transfer Station accepts bulky items such as furniture and carpet, and latex paint only if it is dried and solid.

The Disposal Pass is free to Norwalk residents who pay the vehicle tax to Norwalk.

The Recycling Center at the Crescent Street Transfer Station accepts electronics such as cell phones, computer monitors, printers and televisions.

Student registration and the library card

Norwalk Public Schools handles student registration. It starts online and is completed in person at the NPS Family Center.

Tax Collector at 125 East Avenue, dog licenses and the Registrar of Voters

Property tax payments in person go to the Tax Collector's Office at 125 East Avenue, Room 105, open Monday through Friday from 8:30 am to 4 pm.

Norwalk dog licenses are issued by the Town Clerk, and a newly acquired dog 6 months or older must be licensed within 30 days.

The Registrar of Voters & Elections Administration keeps Norwalk's voter registry and conducts all federal, state and local elections and primaries in the city.

Flood Hazard Zones and Article 6

Any area in Norwalk can flood, but flood hazard zones carry higher risk, special regulations and flood insurance requirements. Property owners can look up the official FEMA flood map by address. Article 6 of the Norwalk Zoning Regulations covers the flood zones and the requirements for work in a Flood Hazard Zone.
