Local services and rules

Moving to Greenwich: who to call and what the city asks.

Greenwich is a town in southwestern Fairfield County, Connecticut. Leashed and licensed dogs are allowed at Greenwich Point beach from December 1 to March 31 each year. Roll-off or hook-type vehicles carrying dumpsters of any size cannot use the Holly Hill facility.

Parking, highway permits and the right-of-way

Specific residential streets in the town are designated for resident-only parking. On-street parking on those streets requires a residential decal or permit. Residential parking zones are marked with street signs. Each household with a residential parking permit is allowed up to 2 visitor passes.

Annual parking permits for town lots, including some Metro-North station lots, are handled through waitlists. The Department of Parking Services administers them. Metro-North owned railroad parking lots serve Cos Cob, Old Greenwich and Riverside.

The Highway Division of the Department of Public Works issues highway permits for use of the Town right-of-way, including dumpsters, storage containers and renting of on-street parking space. Physical obstructions in the Town right-of-way are prohibited, with exceptions such as utility poles, Town signs and mailboxes.

Eversource, Aquarion and the Wastewater Division

Eversource is the electric utility in Greenwich, and downed or low-hanging power lines are handled only by its professionals. Aquarion is the water utility, and the water equipment is split between Aquarion and the property owner.

Sewers and sewerage systems are built, maintained and repaired by the Wastewater Division, under the Commissioner of Public Works, including the Grass Island Waste Water Treatment Plant.

Pushing snow from driveways or parking lots onto Town streets is prohibited, and the rule covers plowing contractors. Residents and property owners keep all sidewalks along their property clear of snow and ice.

Holly Hill entrance permits and trash pickup hours

Greenwich residents and local businesses need a valid Holly Hill Resource Recovery Facility entrance permit to use the facility. Residents bring trash, garbage, refuse, yard debris and recyclables to Holly Hill themselves, or hire a private collector to pick up trash at home.

Licensed waste haulers may remove trash and discarded materials, including recyclables, only between 5 a.m. and 9 p.m. Residents and business owners separate their own waste. The refuse collector does not do the separating.

School registration and library cards

Any resident student who is new to Greenwich Public Schools must complete registration. Students already in Greenwich Public Schools who move on to middle or high school need no new registration.

A Greenwich Library card is available to people who live or own property in Greenwich, or whose workplace or school is in Greenwich.

Town Clerk records, dog licenses and voter registration

Deeds and sales transactions are recorded in the Town Clerk office. Dogs in Greenwich must be licensed each year through the Town Clerk office. The Registrars of Voters office registers new voters and maintains voter registration records.
