Local services and rules

Moving to Wheeling: who to call and what the city asks.

Wheeling is a village in Cook and Lake counties, primarily in Cook County. No vehicle sticker or vehicle tax is required for vehicles registered or housed in the village. An animal license is good for the life of the animal and does not need annual renewal. For a wastewater backup at home, the village is called before a private plumber.

Overnight street parking and snow rules

Parking on village streets is prohibited between 2:00 A.M. and 6:00 A.M., or anytime there is two or more inches of snow. Residents who need to park a vehicle overnight on a village street must contact the Wheeling Police Department by phone at (847) 459-2632 or use the online request system.

Owners, tenants and occupants of a building or lot abutting a public way must remove snow and ice from the sidewalk in front of it. Property owners are prohibited from depositing leaves or debris onto any street or parkway. Village sweepers are out frequently in spring and fall, and less so during summer months.

Water and sewer billing districts

Water and sewer billing is divided into 2 districts, and each district is billed bimonthly. A renter moving in completes a rental deposit application and brings or mails it with a copy of the lease, a deposit and a copy of a driver's license or identification. A renter moving out fills out a service termination form listing the move out date, forwarding address and contact information.

Wheeling Direct Pay lets water and sewer bills be paid automatically from a checking account. The homeowner is responsible for maintenance and repair of the sanitary service line from the property to the point of connection with the Village sewer main.

Waste Management curbside collection and bulk items

Waste Management provides regular weekly curbside collection of refuse, bulk items and recycling to single family, townhome/duplex and multi-family dwellings of four or fewer units. Yard waste collection runs weekly from April 1 through November 30. Townhome units and condominiums are not provided with yard waste services.

Curbside residents on their regular service day may set out one large item per week, such as furniture or a mattress, at no additional charge. Appliances are collected separately by Waste Management, and the hauler must be contacted 24 hours before the regular collection day.

Rental certification and the crime free lease addendum

Any residential property that is rented or leased must be certified by the village. A signed tenant consent form must be returned to the Community Development Department before any rental inspection can occur. Landlords must use a crime free lease addendum when renewing a lease or renting to a new resident.

Transfer Stamp at the Finance Department

There is no transfer tax, but anyone who sells or transfers property must present the original deed at the Finance Department counter to obtain a Transfer Stamp. A seller's final bill and all amounts owed to the Village must be paid before the transfer stamp is placed on the original deed. Animal licenses are sold at the Finance Department desk in Village Hall.

Property assessment, voter registration and the Metra lot

Property assessment is handled by Wheeling Township, and the taxes are collected by Cook County or Lake County depending on location. Voters in the Cook County portion of Wheeling register at the Cook County Clerk's website.

The village sells monthly Metra parking passes. Parking at the Metra commuter lot can be paid with the PassportParking app.

Indian Trails Public Library District cards

Indian Trails Public Library District cards are not available online, and the library recommends applying in person at the Main Library or the Branch. A district resident brings a valid Illinois driver's license showing an in-district address to get a library card. Library cards are renewed every three years.

Flood zone determinations and flood maps

A flood zone determination is made by the village on receipt of an Application for Floodplain Map Determination. Flood maps can be viewed at Village Hall, the Community Development Department and the Indian Trails Public Library Reference Department.
