Local services and rules

Moving to Torrance: who to call and what the city asks.

Commercial vehicles over eight thousand pounds gross weight may not use any Torrance street except the designated truck routes, which are marked by signs. A vehicle and its load weighing over eight thousand pounds may not be parked on any roadway in the city for more than one hour.

Parking permits and curb rules for the truck

The Torrance Police Department issues permits for parking oversized vehicles or trailers on public streets for a limited time. Permits are available to residents and visitors and can be applied for online or through the Traffic Division at (310) 618-5557.

Placing a dumpster on a Torrance street takes a permit from the City's Engineering Permits and Mapping Division. The request names the refuse company, which must be selected from the City's approved list, plus the location and the size of the dumpster.

Under the municipal code, a yellow curb allows loading or unloading of materials for no more than twenty minutes, between 7:00 a.m. and 6:00 p.m. except Sundays and legal holidays.

Torrance has residential permit parking districts. In the district bounded by Maple Avenue, Maricopa Street, Crenshaw Boulevard and Torrance Boulevard, parking is limited to two hours from 6:00 A.M. to 8:00 P.M., Monday through Friday excluding holidays. Where signs give notice of street sweeping hours, parking is prohibited during those hours.

Noise limits on outside work

Outside construction or repair work in or next to residential areas that makes noise beyond 50 decibels at the property line is allowed 7:30 A.M. to 6:00 P.M. Monday through Friday and 9:00 A.M. to 5:00 P.M. on Saturdays, and is prohibited on Sundays and holidays observed by City Hall, according to the municipal code. Homeowners who live at the property have an exception from 10:00 A.M. to 4:00 P.M.

Weekly collection and the large-item pickup

The City's Public Works Sanitation Division provides weekly trash, recycling and organics collection for single-family homes, duplexes and select 3 to 4 unit properties in Torrance. Collection happens Monday through Thursday, excluding holidays. Containers come in 64- and 96-gallon sizes, and the monthly rate is based only on the size of the trash container.

Residents with City trash collection can request one free large-item pickup per calendar year per address, by calling 855-354-5623, Monday through Friday, 7:30 am to 5:30 pm. Additional large-item collection is available at a low cost. Large-item collection is not available during the Christmas tree recycling program, which usually starts after Christmas and runs for two weeks, and the City asks residents to call at least three weeks ahead to schedule the yearly pickup. For items the City will not take, or after the yearly pickup has been used, local transfer stations are open to the public; the City advises calling ahead for prices and accepted materials.

Household hazardous waste, including cleaning products, paints, electronic devices, batteries and auto products, may not be put in the trash, and the City says throwing it in the trash, down storm drains or in the sewer is illegal.

Torrance Municipal Water, the sewer lateral and utility taxes

Torrance Municipal Water, run by the City, serves approximately 105,000 residents and business customers, covering 78 percent of the City. Water bills are paid through the UtilityDirect customer portal or by calling the Customer Service Center at (855) 354-5623.

Property owners are responsible for maintaining the private sewer lateral that connects their home or business to the City's sewer main.

The City charges a utility users' tax on gas at six and one-half percent of the charges for the gas, paid by the person paying for it. The utility users' tax on telephone communication services is 6 1/2 percent.

The City's CitiCABLE channel listings for Torrance-area programming are given for Spectrum Cable and Frontier FiOS.

Enrolling at Torrance Unified School District

Torrance Unified School District enrolls students at its Family Welcome Enrollment Center at 2336 Plaza Del Amo, Torrance, CA 90501, phone (310) 972-6280.

To enroll, the district tells families to use its School Locator to confirm they are residents of Torrance; if not, they apply for a Release Permit from their home district. Proof of age, immunization records and tuberculosis clearance are also needed.

Torrance Transit, Connect Torrance and the airport

Torrance Transit System is a municipal agency serving the South Bay region of Los Angeles County, with fixed routes that reach neighboring cities including Redondo Beach, Hermosa Beach, Carson, Gardena and the City of Los Angeles.

Connect Torrance is an on-demand shared ride service run by Torrance Transit with Via. Each trip is $5, and rides can be booked in an app or by phone at (424) 688-9251.

Torrance Municipal Airport-Zamperini Field is a general aviation airport that primarily serves private aircraft.

Library cards, dog licenses and voter registration

A Torrance Public Library card requires California residency; applicants apply online or at a branch, then bring the temporary number and a California ID to their home library to pick up the card.

Dogs over 3 months old must be licensed and renewed annually in Torrance; cat licenses are optional. Licenses are handled through DocuPet.

The City's election page says a voter registration application should be filled out completely at least 15 days before Election Day, and that residents may register to vote in L.A. County.

Sandbags at the Torrance City Yard

Public Works gives Torrance residents up to 10 sandbags, based on availability, at the Torrance City Yard, 20500 Madrona Avenue. Residents show a valid I.D. or a Torrance utility bill as proof of residency.
