Moving to Arlington: who to call and what the city asks.
Arlington is itself a county, with no incorporated towns or cities within its boundaries. According to the County's Fast Facts page, Arlington is the geographically smallest self-governing county in the U.S., occupying slightly less than 26 square miles.
The moving van and container permit, Residential Permit Parking and night work
A moving van/container permit allows a residential moving van, a moving container or portable storage device, a roll-off dumpster or a dumpster bag to be placed temporarily at the curb on a street. Moving vans or trucks are limited to a maximum of two consecutive days on the street. Moving containers and portable storage devices are limited to a maximum of 30 consecutive days on the street.
The application is submitted online in Permit Arlington at least five business days before the start date, or seven business days if a County-observed holiday falls in that period. Temporary signs reserving the requested space are installed no earlier than 48 hours before the start date and time on the permit.
Permitted vehicles must be parked against the curb and must not extend into the travel lane. They must not block stop signs, fire hydrants or neighbors' driveways, and they must not be closer than 20 linear feet from a street corner.
Arlington also runs a Residential Permit Parking program with permit parking zones. A mail application with a paper check requires emailing park@arlingtonva.us for a paper application.
Night work in the County right-of-way, 9 p.m. to 7 a.m. on weekdays and 9 p.m. to 10 a.m. on weekends, requires an exemption request under the Noise Control Ordinance in addition to the right-of-way permits.
Snow plowing, sidewalks and the parking lanes the County does not clear
The County does not clear residential and on-street metered parking lanes of snow, except in rare snow-hauling operations in certain corridors after heavy accumulations, according to the County's parking page.
County plowing generally begins when snow reaches 2 to 4 inches deep, and neighborhood streets are cleared last, as the County's snow removal phases page describes. After a snowstorm of more than 10 inches, it may take 36 to 48 hours after the snow stops before County plows start clearing residential streets or trails.
Property owners are responsible for clearing the sidewalk in front of their homes or businesses.
The George Washington Memorial Parkway, I-66 and Arlington Transit
In most cases trucks and commercial vehicles are restricted on park roads, including the George Washington Memorial Parkway, and commercial vehicle operators must have a special use permit to drive on park roads, according to the National Park Service. There are bridges with low clearances along the George Washington Memorial Parkway.
On I-66 inside the Beltway, solo drivers may pay a toll to use the lanes in the peak direction during rush hours, according to the Virginia Department of Transportation.
Arlington Transit (ART) is the County's local bus service, and its routes connect to other transit providers across the Washington, DC area.
Dominion, Washington Gas and the Customer Call Center
The County's Start/Stop Service page names Dominion Virginia Power as the contact for power outages and downed power lines. For gas emergencies the County lists Washington Gas as the contact, after calling 911.
A new resident opens water, sewer and trash and recycling service in one call to the County's Customer Call Center at 703-228-5000, Monday to Friday 7 a.m. to 7 p.m., at least one business day before the start date. There is a $40 water turn-on fee for new accounts, which appears on the first bill.
A renter who wants the account in their own name needs the owner's name, phone number and mailing address ready when calling.
For cable television, the County's cable television page lists Comcast and Verizon as the cable providers to contact for service issues.
Weekly curbside collection and the black and blue carts
Arlington County provides weekly curbside trash, recycling and organics collection to all single-family homes, duplexes and some town houses. Carts go out by 6 a.m. on collection day and no earlier than 5 p.m. the day before.
Each household is provided one black trash cart and one blue recycling cart as part of the quarterly fee; a household that has neither can call 703-228-5000. When service starts, the household chooses a 32-gallon or 64-gallon trash cart, as the County's trash and recycling carts page states.
Yard waste is collected weekly on the regular trash day for single-family homes, duplexes and some townhomes.
Appliance pick-ups, the Household Hazardous Materials Facility and the Earth Products Yard
Appliance and metal pick-ups are scheduled online or by calling 703-228-5000 Monday to Friday, 7 a.m. to 7 p.m. Refrigerators, freezers, stoves, washers, dryers, dishwashers, trash compactors, air conditioners and water heaters carry a charge added to the quarterly utility bill. Other metal items are collected free of charge but must still be scheduled.
Items for pick-up are piled separately at the curb or in the street, not in the yard, with about 25 feet of overhead clearance and not under low power lines or tree limbs.
The Household Hazardous Materials Facility at 565 31st St. S. is open most days for drop-off by Arlington County residents and employees, at no charge. Paint, motor oil, pesticides and fertilizer are accepted, and business or commercial hazardous materials are not. Arlington's E-CARE waste drop-off event, for household hazardous and electronic items, is traditionally held in spring and fall.
The Earth Products Yard at 4300 29th St. S. takes inert material and small scrap metal from Arlington residents who have proof of residency; contractors and non-residents may not drop off. Each resident may bring one pickup truck load, or up to 3 cubic yards, once per month.
Property tax, vehicle assessment and dog licenses
The County's Commissioner of Revenue is responsible for discovering and assessing all vehicles regularly parked or garaged in Arlington County.
Property taxes are billed in two equal installments, due June 15 and October 5, and the Treasurer collects them. When property is sold, responsibility for paying the property taxes should be worked out during settlement.
Arlington residents with dogs over four months old must obtain a dog license and vaccinate against rabies; service dogs must be licensed but pay no fee. A new dog license is valid for the life of the pet, as long as the rabies vaccination stays active, and costs $30.00.
The Welcome to Arlington County page, library cards, voter registration and flood zones
The County's Welcome to Arlington County page covers how to set up a household, vehicle or business, and links a Moving-In Checklist.
A free library card is available to anyone who lives, works, attends school or owns property in Arlington. Cards are issued at any Arlington Public Library location or by applying online.
The Voter Registration & Elections office is at 2100 Clarendon Blvd., Suite 320, and takes mailed applications there. A voter whose address has changed should update their registration to avoid delays when voting.
The County says a property outside a FEMA floodplain may still have some flood risk, and its mapping website has a Flood Zones layer for checking a property.
