Local services and rules

Moving to White Plains: who to call and what the city asks.

Holiday trees in White Plains are picked up at the curb from December 26 to mid January, according to the Bureau of Sanitation. The same bureau states that the City does not collect household renovation debris such as doors, fencing, siding, toilets and bathtubs. In snow storms the City clears primary roads first, then secondary and then tertiary roads, as laid out in the seasonal snow removal guidelines.

Street parking in snow and permit parking

The City tells residents not to park cars on the street when it snows or when snow is in the forecast; cars left out may be plowed in or receive a summons. Single family residences must clear sidewalks within ten hours of a storm ending.

Permit parking is sold for City parking garages and lots, and at certain locations permits are restricted to City of White Plains residents only.

Curbside bulk pickup

On regular routes, large non-metal household items such as mattresses and furniture are picked up at the curb on the second day of the garbage pick up, according to the recycling and trash page. Every mattress must be wrapped in plastic and sealed with tape for Sanitation to pick it up.

Households on the Automated Side Loader routes call 914-422-1217 to make an appointment for bulk pick up. Metal and electronics can be picked up at the house by scheduling through the DPW At Your Service app.

Large metal items such as a boiler, refrigerator, stove, metal bed frame or metal shelving need an appointment with Sanitation before they are put at the curb.

Garbage and recycling collection

The Bureau of Sanitation provides solid waste collection for White Plains residents on an established schedule. It also collects paper and mixed bottles, cans and jars (including plastics labeled 1-7) every week for residents and some small commercial buildings.

Regular-route garbage goes in metal or plastic cans with lids, each weighing no more than 75 pounds.

Gedney Recycling Yard and the Valhalla drop-off

The City provides one plastic blue recycling bin per household, free of charge, from the Gedney Recycling Yard. The yard, at 87 Gedney Way, takes household recycling from White Plains residents only, and ID is required, as the yard page states.

Small electronic items can be left at the yard. White Plains residents can also recycle clothing, sheets, drapes and other household textiles there.

Items the City does not collect, including paper shredding, can go to the County drop-off site in Valhalla by appointment.

Water districts, billing and the sewer system

Residential water in the City of White Plains is divided into districts, and every district is billed twice a year, per the water and sewer FAQ. Water bills can be paid by phone at (914) 422-5178. Unpaid water charges are added to the property as a tax lien on the following July 1st.

The Department of Public Works runs a separate wastewater sewer system for the City of White Plains, described on the Bureau of Water and Wastewater page.

School district registration and the library card

Families register children in the White Plains City School District by gathering the required documents and completing the supplementary forms, as the district's registration page explains. General registration asks for a birth certificate, each parent's photo identification, proofs of residence, the most recent physical exam and vaccination record, and prior school records.

The White Plains Public Library is at 100 Martine Ave. and has one card form for White Plains residents and another for non-residents.

Assessor dates and dog licenses

The Assessor processes property tax exemptions from April 1 to December 1 each year. The assessment grievance period in White Plains is January 1 to 21 each year.

The City Clerk handles dog licenses, and a new resident with a dog is told to license it. Dogs in the City must be on leashes not exceeding eight feet when not at home or on another person's premises with permission.

Bee-Line buses, Metro-North and Westchester County Airport

The Bee-Line is the Westchester County bus system. The White Plains Metro-North station on the Harlem Line has an elevator, tactile warning strips and audiovisual passenger information systems.

Westchester County Airport is about five miles east of White Plains and about 30 miles north of New York City.

Welcome page and voter registration

The Welcome to our Neighborhood page points new residents to a Living, Working & Visiting page, community organizations, an events calendar and the WhitePlains ALERTS community notification system.

The Board of Elections office is at 445 Hamilton Avenue, 8th Floor, White Plains, and its phone number is 914-995-5700.
