Local services and rules

Moving to Hampton: who to call and what the city asks.

Hampton, an independent city in Virginia, fines trash-rule violators: a written warning for the first violation, then $50 for the second within a year and $75 for each later one. Yard waste left at the curb must be in clear bags, and black bags can only be used for household trash in the refuse container. Tethering a dog is against the law in the city.

Bulk trash pickup and the weekly schedule

The Solid Waste Division picks up household waste, yard waste, scrap metals and bulky items from Hampton residences weekly. Household recycling is collected every other week.

Bulk trash means large items that will not fit in the garbage container, such as furniture, sofas, window air conditioners, appliances and mattresses. It is collected on the same day as regular garbage. If the weekly collection day falls on a holiday, garbage, bulk trash, bulk limbs, yard waste and tires are collected on the Wednesday of that week.

Where the pile sits is also a city rule. Bulk trash must not sit under low power lines, be blocked by a vehicle, or be next to a pole, support wire, fence or mailbox, and it must be kept separate from the yard waste pile.

The City landfill at Big Bethel and its yard waste site

The City landfill at Big Bethel is on North Park Lane off Big Bethel Road. It is open to Hampton residents for bulk trash, and building materials need a valid City of Hampton building permit.

Residents can take leaves, grass and limbs to the yard waste site next to the landfill for free. Limbs can be no bigger than 5 inches in diameter and 5 feet in length.

Hampton and the Virginia Peninsulas Public Service Authority (VPPSA) run a household chemical drop-off program for Hampton residents. Only Hampton residents can use the collection, and it does not take asbestos, explosives, radioactive materials, trash, business or medical waste.

Dominion Energy, Virginia Natural Gas, Cox and Verizon FiOS

The City's new-resident page lists Dominion Energy as the electric power supplier and Virginia Natural Gas as the natural gas supplier. For television services that include the City's and Schools channels, it names Cox Communications and Verizon FiOS.

Newport News Water Works and the Hampton Roads Sanitation Department

Water in Hampton comes from Newport News Water Works. The water bill also carries sewer maintenance and solid waste (trash and recycling) fees. For sanitation, the same new-resident page lists the Hampton Roads Sanitation Department (HRSD).

Services for My Address, flood zones and evacuation zones

The city's Services for My Address search takes a Hampton address and returns the trash and recycling pickup day, the scheduled street sweeping day, and land development, neighborhood commission, Public Works and voting information.

Hampton has a Neighborhood Commission and a neighborhood district map that shows where a neighborhood is located in the city.

For flooding, residents can enter an address in the FEMA Flood Map Service Center to see whether a home is in the Special Flood Hazard Area. The city also has an evacuation zone lookup where a resident enters an address to find the home's evacuation zone.

Property tax dates, the vehicle license fee and dog and cat licenses

Property tax is paid in two installments, due December 5 and June 5.

A vehicle garaged in Hampton must pay the city vehicle license fee within 10 days of buying a state license for it or within 30 days of moving it to the city, whichever is sooner.

Hampton City Code requires a license for any dog or cat four months old or older. A yearly license costs $4 for a spayed or neutered dog or cat and $10 if not, and licenses are due each year on January 1. A rabies certificate and proof of spay or neuter must be shown when buying one.

Hampton City Schools registration and the voter registrar

Hampton City Schools serve the city. To register a child, families contact the zoned school to make an appointment. Registration needs proof of residency, such as a mortgage or lease statement or a current water, electric or gas bill, or a Residency Affidavit.

The voter registrar's office is at 101 Kings Way, and its phone number is 757-727-6218.

Hampton Transit Center, the airports and the library branches

Hampton Roads Transit runs bus routes from the Hampton Transit Center. Under air service, the City lists Newport News / Williamsburg International Airport and Norfolk International Airport.

The Hampton Public Library has a Main Library and Northampton, Phoebus and Willow Oaks branches.
