Moving to Virginia Beach: who to call and what the city asks.

Virginia Beach is an independent city and is not part of any county. The city's Department of Public Utilities provides water and sanitary sewer service to residents. Customers who receive sanitary sewer service also get a separate bill from the Hampton Roads Sanitation District for wastewater treatment.

Right-of-way permit and moving-and-hauling permit

A permit is required for any activity within a city-owned right of way or easement. Right of way permits are handled by Permits & Inspections at 757-385-4211.

A moving and hauling permit is required for oversized vehicles on Virginia Beach roadways. The city has jurisdiction on all streets within the city except Interstate 64 and Interstate 264.

Resort Area residential parking permits and street rules

Public parking on most Resort Area residential streets (Rudee Loop to 30th Street) is restricted from 6 p.m. to 6 a.m. daily to vehicles with an active residential parking permit. Permits are license plate based and are bought through the city's online Permit Portal. All residential and guest parking permits expire on March 31 each year.

Under the city's parking restrictions, recreational equipment may not be on any public street or public right-of-way for more than three hours.

Construction equipment hours and Special Flood Hazard Areas

City code bars operating construction equipment such as a bulldozer, crane, backhoe, front loader, pile driver or jackhammer between 9:00 p.m. and 7:00 a.m., except as provided in section 23-67 or when authorized in writing by the city manager or designee.

Virginia Beach's elevation and proximity to water make it susceptible to flooding, and a permit is required for all construction and development in areas designated Special Flood Hazard Areas.

Curbside trash, recycling and bulky item pickup

Curbside trash is collected weekly and recycling every other week, on a collection day set by your address. Carts go curbside between 5 p.m. the day before and 7 a.m. on collection day.

Residents with curbside service can schedule a bulky or large item pickup online or by phone at 757-385-4650, at least three days before the regular trash day.

Household Hazardous Waste facility and the Landfill

The Household Hazardous Waste facility, part of the Resource Recovery Center at the Landfill, takes household hazardous waste from residents' primary residences.

Visitors to the Landfill and Resource Recovery Center must follow its policies, including proof of residency and restrictions on vehicle type and trailers.

Schools, transit, library cards, pet licenses and voter registration

Virginia Beach City Public Schools offers online registration for new students only, and families must then make an appointment with the school to finish registration.

Hampton Roads Transit runs fixed-route bus service in Virginia Beach seven days a week, plus seasonal VB Wave trolley service at the Oceanfront from Memorial Day weekend to Labor Day weekend.

Virginia Beach Public Library cards can be applied for online. City law requires dogs and cats four months or older to be licensed. The Voter Registrar's Office is at 500 Studio Drive, off Independence Boulevard, near Mount Trashmore Park.
