Local services and rules

Moving to Portsmouth: who to call and what the city asks.

The Commissioner of the Revenue in Portsmouth runs a DMV Select Office on the first floor of the Portsmouth City Hall Building. The Portsmouth Public Library card is open to all individuals with Virginia residency.

Renting construction parking spaces downtown

In the downtown area, occupying non-metered parking spaces for longer than 2 hours requires renting construction parking spaces. Construction spaces and metered spaces are rented by the day, Monday to Friday, per space of 20 feet. The Portsmouth Parking Authority, at 757-393-8800, takes the request in advance.

A dumpster placed on a City of Portsmouth street or in the City's right-of-way needs permission from the Engineering Department.

The four Residential Parking Districts and their decals

Portsmouth has four Residential Parking Districts: Glensheallah, Olde Towne South, Olde Towne and Southside. Residential parking decals are valid to June 30th of each year. A new resident applying for a decal needs proof of residency or ownership, the vehicle registration and an ID.

Street sweeping between April and October

City-maintained streets with curbs and gutters are swept three times a year between April and October. On sweeping days the Department of Public Works asks that vehicles be off the streets by 7 am, and on-street parking may resume at 4 pm.

Opening a water account with the Department of Public Utilities

The Department of Public Utilities customer service sets up new water accounts, issues bills and receives payments.

New water service applications can be delivered in person at City Hall, 801 Crawford Street, 2nd Floor, mailed, or left in the night drop box on Columbia Street. Owners do not pay a water deposit. Tenants must provide a valid lease signed by all parties and a valid unexpired photo ID. Water service applications that are incomplete are returned by mail.

Trash cans, recycling and bulk pickup

A new resident must set up the water account first; the person whose name is on the water account then calls to request the trash cans. Each household has one trash can. One additional trash can and one additional recycle cart per household can be added for a monthly charge billed to the water account.

Under the city's refuse rules, trash cans go out any time after 5 pm the day before collection and no later than 7 am on collection day, and empty cans come in by 7 pm that day. Paint, oil, hot ashes and hazardous material do not go inside the trash cans. The monthly refuse fee has no exemption.

Bulk pick-up happens on the resident's normal trash day.

Enrolling in Portsmouth Public Schools

Portsmouth Public Schools collects most enrollment information through an Online Registration Form. At registration, the parent or legal guardian must submit two proofs of residency in Portsmouth.

Personal property tax and quarterly bills

Portsmouth levies a personal property tax on vehicles, boats, aircraft and mobile homes. Property tax is billed and collected by the City Treasurer of Portsmouth, in quarterly bills.

Voter registration, rental inspection and civic leagues

The Office of the General Registrar is on the first floor at 801 Crawford St, and early voting there runs Monday to Friday, 8:00 a.m. to 5:00 p.m., except on holidays. Paper voter registration applications are available at any city post office or library, or any Commonwealth voter registration office.

Every owner of a rental dwelling unit in a Rental Inspection District must notify the department in writing within 60 days if the residence is used for residential rental purposes.

The City's Civic Leagues page lists neighborhood groups including the Olde Towne Civic League, Churchland Civic League and Cradock Civic League.
