Local services and rules
Moving to Newport News: who to call and what the city asks.
Newport News merged with Warwick in 1958. A garage sale in the city needs a permit with a $5 fee, applied for at the Newport News Police Department Records Management Division, 9710 Jefferson Ave. The total on the water bill includes sewer maintenance and solid waste (trash and recycling) fees. The Waterworks Customer Service Call Center is at 757-926-1000, open Monday to Friday, 8 a.m. to 5 p.m.
Residential Parking Permit Program and the city bridge matrix
Newport News has a Residential Parking Permit Program for streets that petition to join and are approved by city council. Permits are issued weekdays between 8:30am and 4:30pm at the Development Services Permit office, City Hall, 2400 Washington Avenue, 2nd floor, up to three vehicles per residence. A permit costs $6.00 a year per vehicle, one annual visitor pass per residence is free, and permits expire annually on June 30th.
The city publishes a bridge matrix listing the vertical clearance and load limit of city bridges, such as 39th St. over Jefferson Ave. and Warwick Boulevard over Rte 105.
Weekly trash day and the Solid Waste Fee
The City of Newport News collects household trash every week on a set day, with bulk and brush picked up every other week and recycling every other week for cart service. Residents find their days by street name on the city schedule or by calling 757-933-2311.
Garbage carts may be set out after 3 PM the day before collection, must be at the curb by 7 AM on collection day, and must be removed by midnight that day.
The Solid Waste Fee, which pays for residential waste and recycling service, is billed on the monthly water bill. Residents can call 311 to report a missed trash pick-up; from outside Newport News the number is 757-933-2311.
Bulk waste, appliances and drop-off sites
Bulk waste collected at the curb includes furniture and mattresses. Up to 6 cubic yards of bulk and vegetative waste is allowed per resident each collection day, and it may be set out after 3 PM the day before collection and must be at the curb by 7 AM. Household appliances such as refrigerators, washing machines and dryers are collected by appointment, scheduled by calling 757-933-2311.
The Recovery Operations Center at 520 Atkinson Blvd. is open Monday to Saturday, 8:00 AM to 4:00 PM. Latex paint and electronics are accepted there during normal hours, and household hazardous waste is handled at collection events where each household may bring up to 75 pounds of solids and 5 gallons of liquids.
Residents not served by curbside recycling can use drop-off sites, including the Main Street Library parking lot at 110 Main St. and the Recovery Operations Center.
Property tax, vehicle license fee and the electric utility tax
The Treasurer's Office handles property tax payments and questions at 757-926-8731, and also handles vehicle license fee payments and questions at the same number.
The city charges a monthly electric utility tax on a per-meter basis on electricity delivered to consumers, collected by the electric provider.
City animal licenses for dogs and cats
A city animal license is required for all dogs and cats within the city limits, once a puppy or kitten is 4 months old. Licenses run February 1 through January 31, and a valid rabies certificate is needed.
Fees: guide or aid dog no charge, kennel $10 plus $1 per animal, sexed $10, unsexed (neutered or spayed) $5. Licenses are sold at Animal Welfare, 5843 Jefferson Ave., and at the Treasurer's Office, 2400 Washington Ave. and 12912 Jefferson Ave. A household may have 4 domesticated animals (dogs or cats); 5 or more requires permission from the Department of Codes and Compliance.
Voter Registrar, library card, rental inspection and the Newcomer's Guide
The Voter Registrar is at City Hall, 6th Floor, 2400 Washington Ave., open Monday to Friday 8 AM to 5 PM, phone 757-926-VOTE (8683). Residents can register in person, by mail, or online at vote.virginia.gov.
Any resident is eligible for a free Newport News Public Library account. An E-Account gives access to digital resources, and an All Access Account adds physical materials and public computers and needs a visit to a branch with acceptable identification.
The city has rental inspection districts that require owners of residential rental property to obtain and permit inspection of the dwelling units covered by the ordinance.
The city's Newcomer's Guide has sections titled Getting Acquainted, Getting Around, Getting Settled, Getting Smart and Having Fun. It also publishes area and neighborhood plans, including Deep Creek/Menchville, Denbigh-Warwick, Downtown, Greater Hilton, Lee Hall, South Central Jefferson Avenue and the Southeast Community.
