Local services and rules

Moving to Norfolk: who to call and what the city asks.

Norfolk is an independent city in Virginia, not part of a county. Crews do not plow residential roads in snow. The City groups its neighborhoods into Neighborhood Service Areas, each with a neighborhood liaison.

Dumpster permits, snow routes and construction hours

The City's FAQ says dumpsters are allowed on the street only when there is no way to place one on private property, and a permit is required.

Primary snow routes, including bridges, overpasses, downtown streets and main arterial roads, are cleared first.

City code prohibits operating construction equipment such as cranes, backhoes and jackhammers between 10:00 p.m. and 7:00 a.m. unless authorized in writing by the city manager or designee.

The Residential Parking program and its Visitor pass

Each household can get one complimentary yearly Visitor pass in the residential parking program.

Registration for a residential parking permit uses an uploaded copy of a rental lease or proof of home ownership.

For permanently issued parking privileges in a Residential Zone, license plates replace zone bumper stickers.

Dominion Energy, Virginia Natural Gas and the cable providers

To start or transfer electricity, the City's Home Services page says to contact Dominion Energy at (866)366-4357. For natural gas, it says to contact Virginia Natural Gas at (866)229-3573 to start, transfer or add service.

The same page lists Cox Cable, Xfinity by Comcast, Dish Network and Direct TV as Norfolk's cable providers.

Starting water service with the Department of Utilities

To start water service, contact the Department of Utilities Customer Service at (757)664-6700. The City's Utilities page states that a deposit is not required to activate water service.

Water service is started with an application on the Utilities Water Service Request page, using the Start Water Service button. Account setup can take up to 48 business hours.

Trash, recycling and bulk pickup through the Norfolk Cares Center

Curbside recycling is collected every other week on the same day as trash collection. Items may be taken to the curb beginning at 5 p.m. the day before collection and no later than 7 a.m. the day of collection.

To request a garbage container or ask about garbage collection days, contact the Norfolk Cares Center at (757)664-6510.

Bulk waste pickup requests must be made by 3 p.m. the day before collection, using the MyNorfolk app, the Citizen Services Portal, or the Norfolk Cares Center at (757) 664-6510. Yard waste is collected on the same day as regular trash collection.

Drop-off sites on Pineridge Road, Lance Road and Woodland Avenue

The City offers two recycling drop-off facilities, at 1176 Pineridge Road and 1188-A Lance Road, open 24 hours a day, seven days a week.

The Norfolk Transfer Station at 3136 Woodland Avenue is open to residents Tuesdays and Saturdays from 12:00pm to 4:00pm and takes household hazardous waste.

Residents must take e-waste to the Norfolk SPSA Transfer Station at 3136 Woodland Avenue, free of charge. There is an e-waste limit of five items per visit.

Zoned schools, local taxes, pet licenses and voter registration

Norfolk Public Schools enrolls students by zoned school; the first step is to find the school your child is zoned to attend with the Find My School link. Parents can register a child at the zoned school during operating hours for the current school year.

Personal property taxes are due on June 5 annually. For the property tax on buildings and land, City Council sets due dates and rates each year when the budget is finalized.

All cats and dogs living in Norfolk need a license from age 4 months. Licenses are bought annually, available after December 1st and due by January 31st, or once the pet reaches 4 months. An intact animal license is $25.

The Norfolk Office of Elections encourages residents to register to vote, update their registration or request an absentee ballot online.

Forerunner, Rent Ready Norfolk and the airport

Norfolk has over 200 miles of riverfront and bayfront property and is susceptible to flooding. The City has a public website, Forerunner, where residents can look up flood risk data for individual properties. Its flooding pages include Know Your Zone, evacuation and shelter information.

Rent Ready Norfolk is a free, voluntary rental education and support program for landlords, property managers and tenants.

Norfolk International Airport is the major airport serving Coastal Virginia and the Outer Banks of North Carolina.
