Local services and rules

Moving to Suffolk: who to call and what the city asks.

Suffolk sits 20 miles from Norfolk, 90 miles from Richmond, and 200 miles from Washington D.C., according to the city's Living in Suffolk page.

Right of way permits, snow plowing and flood lookups

Right of way permits, including a form for street, lane and sidewalk closure, are applied for through the City's Public Access Permit System, as described on the city's Permits page.

Snow and ice on public streets fall to the Roadway Division of Public Works. The city's Snow Removal page states that neighborhood streets are cleared last and may not be accessible by city plows. The city also asks residents to avoid parking on streets when snow or ice is predicted.

The city's Emergency Preparedness page links to two lookups: a flood map lookup, and a Know Your Zone hurricane evacuation zone lookup.

Water and sewer through the City of Suffolk

The City of Suffolk supplies the water and also operates and maintains the sewer system that collects waste water from homes and businesses, according to its Utility Connections page.

Water service is started or stopped through Customer Service at 757-514-7000 or by filling out a form, per the Start/Stop Service page. Someone over the age of 18 must be at the property for services to be started. Tenants who request service must provide a copy of the lease.

Two electric suppliers, two gas distributors and Spectrum

Electricity is supplied and distributed by Dominion Virginia Power and Community Electric Cooperative. Natural gas is distributed by Virginia Natural Gas Company and Columbia Gas of Virginia (Northern Suffolk). Both statements come from the same Utility Connections page.

Cable television service is provided to Suffolk by Spectrum. Internet service is provided by Spectrum, Verizon DSL, Exede Satellite Internet, and HughesNet Satellite Internet.

Weekly trash and the blue or green containers

Trash is collected weekly, according to the city's Refuse page. Refuse collection is billed two times each year on the property tax bill. Trash can orders, repairs and missed collections go through Refuse at (757) 514-7630 or refuserequest@suffolkva.us.

Trash and recyclables may be placed together in either the blue or green refuse containers. The Southeastern Public Service Authority (SPSA) sorts and processes them at its facility, as the Solid Waste Disposal and Recycling page explains.

Twelve free special pickups and the regional landfill

Residents get up to 12 free special pickups per service year, which runs from July 1 through June 30. Items can include appliances, furniture and mattresses. Piles may not exceed 12 cubic yards, approximately 6 feet by 6 feet by 9 feet. These terms are on the Special Pick-Up page.

The SPSA Regional Landfill is at 1 Bob Foeller Drive and is open Monday through Friday 8:00 a.m. to 4:00 p.m. Residents may also drop off recyclable materials there, according to the city's Household Hazardous Waste Alternative Disposal Options page.

Materials not accepted for landfill disposal include liquids, paint, items in barrels, asbestos, large animals and hazardous waste.

Recycling Drives are held throughout the year for special items that cannot be discarded through regular curbside pickup, per the Recycling Drive page.

Property tax, personal property tax and dog licenses

Property tax bills are due in two installments, December 5 and June 5 of each year, according to the city's property tax page. All motor vehicles, boats, airplanes, trailers and manufactured homes garaged in the City of Suffolk are subject to personal property taxes. Vehicle License Fees are due with the annual Personal Property Taxes, on or before December 5 of each year.

The Commissioner of the Revenue assesses personal property, issues city business licenses, administers special taxes and processes state income tax returns.

The tax relief program for senior citizens or disabled persons is handled by the Department of Social Services. It reduces or exempts property taxes on the home and up to 10 acres for certain senior citizen or disabled homeowners.

The City of Suffolk requires a dog license and tag for dogs at least 4 months of age. Prices differ for spayed or neutered dogs, and owners must present valid proof of a rabies vaccination. The license must be renewed annually by March 1st and can be purchased through PetData.

Schools, Suffolk Transit, library cards and neighborhood groups

Students are enrolled through Suffolk Public Schools, and parents and guardians can register their students through an online enrollment process. The enrollment page states that enrollment requires proof of residency in the city of Suffolk, such as a water bill, gas bill or electric bill; a driver's license is not adequate.

Suffolk Transit connects to Hampton Roads Transit (HRT) bus routes, so riders can reach other cities in the Hampton Roads Region, according to the HRT Connections page.

Virginia and North Carolina residents are eligible to apply for a Suffolk Public Library card. Applications are made in person at any Suffolk Public Library location, the Pop-Up Library or Library2Go.

The city keeps a contact list of Civic Groups and Neighborhood Associations, which residents register through an online form, as noted on its Living in Suffolk page.

Rental Certificates of Occupancy in the Conservation District

If a rental property is in the Conservation District, the landlord must have a valid Rental Certificate of Occupancy on file with the Community Development Division of the Department of Planning and Community Development. Community Development, at 757-514-4150, provides the Rental Occupancy Permit application, according to the city's Rental Units page.
